Regular meeting of the City Council of the City of Janesville held
in the Municipal building on June 23, 1997.
The meeting was called to order by Council President Cullen.
Present: Council President Cullen, Councilmembers O'Leary, Stehu.ra,
Westphal and Noll. Absent: Councilmembers Brien and Schneider.

Licenses; recommendations of the Alcohol License Advisory
Committee.
Financial statement for the month of May 1997.
Council President Cullen stated that if there were no objecticns,
the consent agenda would be approved. There were no objections.
(All applications of licenses are on file in the
office of the City Clerk and are incorporated by
reference herein and may be examined upon request
at all reasonable times.)
1. Requests and comments from the public on matters which can be
affected by Council action. There were none.
2. A proposed ordinance amending the Zoning Ordinance text to
establish licensing and zoning requirements for exotic dance and
entertainment received its second reading and public hearing. No
one appeared for the public hearing.
Councilmember Westphal moved to adopt said ordinance, seconded by
Councilmember Noll and passed unanimously. (File Ordinance No. 97-
1127)
3. A proposed ordinance rezoning property located at 714 Center
Avenue from B3 to R2 received its second reading and public
hearing.
Jeff Zuelke, buyer of the property at 714 Center Avenue, and Fred
Gensmer, Jeff Zuelke's realtor, stated their support for the
rezoning.
Sam Parker, 716 Center Avenue, presented a petition to Council
opposing the rezcning.
Councilmember Noll moved to adopt said ordinance, seconded by
Councilmember O'Leary and passed unanimously. (File Ordinance No.
97-1129)
1. A) A proposed resolution approving the final plat of Prairie
Wood Estates First'Addition.
Councilmember Stehura moved to adopt said resolution subject to the
six conditions recommended by the Plan Commission, seconded by
Councilmember Noll and passed unanimously.
The associated waiver of special assessment procedure for storm
sewer and sidewalk charges were approved by consent.
B) Action on a proposed resolution approving the final plat
of Sundown Replat.
Councilmember Stehura moved to adopt said resolution, seconded, by
Councilmember Noll and passed unanimously. (File Resolution Nos.
97-2188 & 97-2189)
2. A proposed ordinance amending the publication requirements for
conditional use permits, Zoning Board of Appeals applications and
amendments to the Zoning Ordinance was introduced, referred to the
Plan Commission and scheduled for public hearing on July 28, 1997.

3. Matters not on the agenda.
Councilmember Stehura requested that Council President Cullen send
a letter to the state opposing the pending legislation restricting
local rule. In addition, he requested the City Manager obtain a
copy of the pending legislation concerning this matter.
4. Council President Cullen opened the operator (bartender)
license non-renewal hearing concerning the following two-year July
1, 1997-June 30, 1999 operator license renewal applicants:
William James Blank, Jr.
Daniel J. Coulter
Samuel Edmund Crandall
David L. Rosen
Jennifer Lynn Roth
James R. Rud
For the record, Council President Cullen stated it was 8:01 p.m.
and a court reporter was present to record the actual proceedings.
Council President Cullen called William James Blank, Jr. to the
podium. He then called Police Chief Brunner to the podium to be
sworn in by the court reporter. Police Chief Brunner was sworn in.
The Police Chief gave the Summons and Complaint to the City Clerk-
Treasurer to enter into the record as evidence. He outlined his
case against William James Blank, Jr.
William James Blank, Jr. was sworn in by the court reporter and
explained the various charges and pleadings that the Police Chief
entered into evidence.
Councilmember Noll moved to renew William James Blank's, operator's
license, seconded by Councilmember Stehura and passed unanimously.
Council President Cullen called Daniel J. Coulter to the podium.
The Police Chief gave the Summons and Complaint to the City Clerk-
Treasurer to enter into the record as evidence. He outlined his
case against Daniel J. Coulter.
Daniel J. Coulter was sworn in by the court reporter and explained
the various charges and pleadings that the Police Chief entered
into evidence.

Councilmember Noll moved to renew Daniel J. Coulter's operator's
license, seconded by Councilmember Cullen and failed by the
following vote: Aye: Councilmember Noll. Nay: Council Presid[ent
Cullen, Councilmembers O'Leary, Stehura and Westphal.
Councilmember O'Leary moved to deny Daniel J. Coulter's operator's
license, seconded by Councilmember Stehura and passed by the
following vote: Aye: Council President Cullen, Councilmembers
O'Leary, Stehura and Westphal. Nay: Councilmember Noll.
Council President Cullen called Samuel Edmund Crandall to the
podium. The Police Chief gave the Summons and Complaint to the
City Clerk-Treasurer to enter into the record as evidence. He
outlined his case against Samuel Edmund Crandall.
Samuel Edmund Crandall was sworn in by the court reporter and
explained the various charges and pleadings that the Police Chief
entered into evidence.
Councilmember Brien arrived at 8:25 p.m.
Councilmember O'Leary moved to renew Samuel Edmund Crandall's
operator's license, seconded by Councilmember Stehura and passed
unanimously.
Council President Cullen called David Li Rosen to the podium. The
Police Chief gave the Summons and Complaint to the City Clerk-
Treasurer to enter into the record as evidence. He outlined his
case against David L. Rosen.
David L. Rosen was sworn in by the court reporter and explained the
various charges and pleadings that the Police Chief entered into
evidence.
Councilmember Stehura moved to renew David L. Rosen's operatcr's
license, seconded by Councilmember Noll and passed by the following
vote: Aye: Council President Cullen, Councilmembers Brien, O'Leary,
Stehura and Noll. Nay: Councilmember Westphal.
Council President Cullen called Jennifer Lynn Roth to the podium.
He stated for the record that Jennifer Lynn Roth did not appear for
the hearing. The Police Chief gave the Summons and Complaint to the

City Clerk-Treasurer to enter into the record as evidence. He
outlined his case against Jennifer Lynn Roth.
Councilmember Noll moved to deny Jennifer Lynn Roth's operator's
license, seconded by Councilmember Stehura and passed unanimously.
Council President Cullen called James R. Rud to the podium. The
Police Chief gave the Summons and Complaint to the City Clerk-
Treasurer to enter into the record as evidence. He outlined his
case against James R. Rud.
James R. Rud was sworn in by the court reporter and explained the
various charges and pleadings that the Police Chief entered into
evidence.
Councilmember O'Leary moved to renew James R. Rud's operator's
license, seconded by Councilmember Noll and passed unanimously'.
Council President Cullen stated for the record that all personal
services were entered into the record as evidence.
There being no further business, the Council adjourned at 8:49
