Regular meeting of the City Council of the City of Janesville held
in the Municipal Building on April 28, 1997.
The meeting was called to order by Council President Cullen.
Present: Council President Cullen, Councilmembers Brien, Stehura,
O'Leary, Noll and Schneider. Absent: Councilmember Westphal.
Councilmember Brien led the Council in the Pledge of Allegiance.
CONSENT AGENDA
Minutes of the regular meeting held April 14, 1997.
Minutes of the organizational meeting held April 15, 1997.
Minutes of the study session held April 16, 1997.
Licenses; and recommendations of the Alcohol License Advisory
Committee.
Financial statement for the month of March, 1997.
Council President Cullen stated the consent agenda would be
approved, if there were no objections. There were no objections.
OLD BUSINESS
1. Requests and comments from the public on matters which can be
affected by Council action.
David Nemetz, 406 Waveland Road; Ray Stuttigen, 304 Waveland Road;
and Patricia Morgan, 3030 Westwood Drive; addressed Council to
request increased police patrols in the Waveland Park area.
Councilmember Brien requested the Administration check the legality
of placing a ~no stopping, standing or parking" sign at the
Waveland Park walkway and also if video taping by citizens is
admissible as evidence.
Councilmember Stehura requested the Administration provide the job
description of the police liaison officer, poll other communities
on their efforts to control loitering, and provide information on
hours of the police department special operations unit.

2. A proposed ordinance amending zoning ordinance text to allow a
day care center in the M1 district as a conditional use received
its second reading and public hearing. No one appeared for the
hearing.
Councilmen~er Schneider moved to adopt said ordinance, seconded by
Councilmember Noll and passed unanimously. (File Ordinance No. 97-

3. A proposed ordinance rezoning property located within the 2100
block of Beloit Avenue from B2 and B3 to M1 received its second
reading and public hearing. No one appeared for the hearing.
Councilmember Noll moved to adopt said ordinance incorporating the
two conditions outlined in the memo to the City Manager dated April
21, 1997, seconded by Councilmember Stehura and passed unanimously.

4. A proposed ordinance amendment permitting recovery of the
actual and reasonable cost of photocopying public records received
its second reading and public hearing. No one appeared for the
hearing.
Councilmember Stehura moved to adopt said ordinance, seconded by
Councilmember Noll and passed unanimously. (File Ordinance No. 97-

NEW BUSINESS
1. Committee Appointments.
Councilmember Schneider moved to approve Council President Cullen's
appointments as presented, seconded by Councilmember Noll and
passed unanimously.
Councilmember Stehura moved to approve the City Manager's
appointments as presented, seconded by Councilmember Noll and
passed unanimously.
2. Waiver of special assessment procedure for ornamental street
light program for Pine Ridge Estates.
Councilmen~ber Stehura moved to approve said waiver, seconded by
Councilmember Noll and passed unanimously.
3. A proposed resolution authorizing the purchase of a paratransit
van for the Janesville Transit system.
Councilmember Noll moved to approve said resolution, seconded by

Councilmember Schneider and passed unanimously. (File Resolution

4. A proposed resolution authorizing the City Manger to apply for
a grant to demolish the Wisconsin Power & Light building at 119
South River Street.
Councilmember Noll moved to adopt said resolution, seconded by
Councilmember O'Leary.
Councilmember O'Leary requested the Administration provide a
detailed breakdown of the project cost.
Council then voted on the motion and passed unanimously. (File

5-6. Proposed resolutions approving amendment no. 1 to the project
plan for Tax Increment Finance District No. 12 (97-2175) and
granting preliminary approval of an amendment to the TIF
development agreement between the City of Janesville and Monterey,
Inc. (97-2176)
Charles Miller, 3919 Park View Drive, addressed Council regarding
job creation at Monterey, Inc.
Councilmember O'Leary moved to adopt said resolutions, seconded by
Councilmember Noll and passed unanimously. (File Resolution Nos.
97-2175 & 97-2176)
7. A_n agreement between the Hedberg Public Library and the Cable
Advisory Committee to provide for a site and operation of public
access in the City of Janesville.
Councilmember Brien moved to approve said agreement, seconded by
Councilmember Noll and passed unanimously.
8. Review of plans for the Blackhawk Golf Course parking lot.
Council reviewed plan for the parking lot and took no action.
9. A proposed resolution for the 1997 new sidewalk program was
introduced and scheduled for public hearing on May 27, 1997. (File
Resolution No. 97-2174)
10. A proposed ordinance establishing a mid-block crosswalk on
Mineral Point Avenue 410 feet west of the west right-of-way line of
Mineral Point Court was introduced and scheduled for public hearing
on May 27, 1997. (File Ordinance No.97-1118)

11. A proposed ordinance amending text in the zoning ordinance to
allow radio, television and recording studios as a conditional use
in the O1 District was introduced, referred to the Plan Connnission
and scheduled for public hearing on June 9, 1997. (File Ordinance
No. 97-1117)
12. A proposed ordinance annexing property located north of US}{ 14
and south of the City's Northeast Regional Park was introduced and
scheduled for public hearing on May 27, 1997. (File Ordinance No.
97-1119)
13. A proposed ordinance zoning property located north of US}{ 14
and south of the City's Northeast Regional Park to R1 l~pon
annexation was introduced, referred to the Plan Commission and
scheduled for public hearing on May 27, 1997. (File Ordinance No.
97-1120)
14. A proposed ordinance rezoning property at 201 East Milwaukee
Street from B6 to B6 with Historic Overlay was introduced, referred
to the Plan Commission and scheduled for public hearing on May 27,
1997. (File Ordinance No. 97-1121)
15. Matters not on the agenda.
Councilmember Brien noted Worker's Memorial Day and requested the
Administration provide a list of city workers killed in the line of
duty.
Councilmember O'Leary requested the Administration provide the
height of various towers in the Janesville area for his reference.
There being no further business, the meeting was adjourned at 8:48
p.m.
