SPECIAL MEETING
November 18, 1996

A special meeting of the Janesville City Council held at the Municipal
Building on November 18, 1996 at 7:00 p.m.
Council President Schneider called the meeting to order.
Present: Council President Schneider, Councilmembers Stehura, Brien, O'Leary,
Cullen, Noll and Westphal.
Present from Forward Janesville: Ron Ochs, Tammy Gore and Andy Hayes.
1. Study Session to discuss downtown development with Forward Janesville.
Ron Ochs stated that a strong public/private partnership was required for
downtown development. Forward Janesville is committed to the development of
downtown and is putting their resources behind the HyattPalma report. Tammie
Gore requested the Council assist in this venture by:
· Becoming their partner in downtown development.
· Appointing the City Manager and a Councilmember to the Downtown
Area Council.
· Becoming their financial partner and fund $50,000 in 1997 for
downtown development.
Council President Schneider directed the City Manager to prepare a resolution
for December 9, 1996 which endorses the creation of a downtown task force and
a joint partnership between the City Council and Forward Janesville.
2. The Council reviewed the finances of the proposed TIF XIV development
project with Les and Nancy Marzahl.
3. Reconsideration and action on a TIF XIV development agreement with Les
and Nancy Marzahl. Councilmember Cullen moved to reconsider the TIF XIV
agreement with Les and Nancy Marzahl seconded by Councilmember Schneider and
failed by the following vote: Aye: Council President Schneider and
Councilmember Cullen. Nay: Councilmembers Brien, O'Leary, Noll and
Westphal. Pass: Councilmember Stehura.
Matters not on the agenda. There were none.
There being no further business, the Council adjourned at 9:07 p.m.
