10-26-96PROCEEDINGS OF THE CITY COUNCIL Approved 11-1t-96 CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING October 26, 1996 VOL. 47 NO. 22 A special meeting of the Janesville City Council held at the Municipal Building on October 26, 1996 at 8:00 a.m. Councilmer~ber Noll called the meeting to order. Present: Councilmembers Stehura, Brien, O'Leary (absent from 10:00 a.m. 11:09 a.m.), Cullen and Noll. Absent: Council President Schneider and Councilmember Westphal. The City Council reviewed the Leisure Services, Recreation, Senior Citizen Center, Parks, Lincoln-Tallman, Ice Arena, Golf Course, Public Works Administration, Engineering, Street Maintenance, Street Cleaning, Snow Removal, Flood Control, Weed Cutting, Public Buildings, Parking Facilities, Traffic Signs, Traffic Signals, Street Painting, Street Lighting and Solid Waste Collection Budgets. During the review, they requested the following information or administrative action. Councilmember Stehura asked for a legal opinion on whether we could charge a fee for individuals arrested by the Janesville Police. Councilmember Noll requested an analysis of projected revenue from implementing a nonresident usage fee for the Senior Citizen Center. She expressed her interest to be on the Recreation Committee that would be reviewing our recreational programs. Also, she asked the Administration to explore increasing our parking fees. Councilmember Cullen asked the Administration to contact Rotary Gardens to discuss the feasibility of implementing an admission fee. Also, he asked for an analysis on whether we would cut collection costs by placing trash on one side of the street to economize on the number of truck stops. Councilmember Brien asked the Administration to question Crown Golf on why they do not ask golfers for proof of residency. In addition, he requested an analysis on the amount of utility savings generated from the Municipal Building's new HVAC system; and an analysis on whether the City or WPL should be responsible for all street light maintenance instead of splitting the responsibility between the two entities. Councilmember O'Leary asked the Administration to check the Parking Ramp for graffiti and take appropriate action to have it removed.
