SPECIAL MEETING

A special meeting of the Janesville City Council held at the Municipal
Building on October 23, 1996 at 6:30 p.m.
Council President Schneider called the meeting to order.
Present: Council President Schneider, Councilmembers Stehura, Brien,
O'Leary (arrived at 6:52 p.m.), Cullen (arrived at 7:00 p.m.) and
Westphal. Absent: Councilmember Noll.
The City Council reviewed the Hedberg Public Library, Community
Development, Code Administration, Planning, Economic Development and
Community Information Budgets. During the review, they requested the
following information or administrative action.
By consensus, the City Council directed the Administration to prepare
a resolution requesting Rock County t~ change their proposed budget for
the Arrowhead Library System from 93~ funding to 100~ funding.
Councilmember O'Leary asked for an analysis on the cost of operating
the library on an hourly basis and an analysis on the savings generated
from the elimination of the telephone reference service. In addition,
he would like a copy of a previous memo explaining their telephone
reference service.
Council President Schneider asked for a copy of the memo presented to
the Library Board outlining potential cuts in priority order.
Councilmember Stehura requested information on why the library is
overbudget on multiple line items, the number of books the average
person checks out and the cost savings of teleserv.
Councilmember Westphal stated that he felt the library expenditures
were too high and that $75,000 $125,000 should be cut from
expenditures. He requested a memo outlining what the Library Board
would delete and their associated costs if the Council reduced their
tax levy.
For the record, Councilmember O'Leary stated our financial involvement
with Healthnet should be carefully monitored.
Councilmember Brien left the meeting at 9:25 p.m.
Councilmember Westphal suggested that Code Enforcement's permitting
process be simplified and that the fees generated from permits support
100% of the department's expenditures.
There being no further business the Council adjourned at 10:03 p.m.
