SPECIAL MEEETING

A special meeting of the Janesville City Council held at the Municipal
Building on October 21, 1996 at 6:30 p.m.
Councilmember Noll called the meeting to order.
Present: Council President Schneider (arrived at 7:55
Councilmembers Stehura, Brien, Cullen, Noll and Westphal. Absent:
Councilmember O'Leary.
Review of the 1997 Proposed Annual Budget. The City Council reviewed
the Revenue and Expenditure Summaries and the following budgets: City
Council, City Manager, City Assessor, City Attorney, Clerk-Treasurer,
Finance, Personnel, Police and Fire. During the review of the budgets,
the City Council requested the Administration to provide the following
information:
Councilmember Westphal requested an analysis of employee fr!.nge
benefits.
Councilmember Noll requested information concerning the Finance
Department's budget. She asked for the number of vendors maintained,
the number of checks issued, a breakdown of supplies and materials and
a line item budget for MIS services. In addition, she requested a cost
analysis of maintaining and operating the La Prairie Pistol Range and
the Fire Training Site.
Councilmember Brien suggested that the City look into providing flu
shots for their employees.
Councilmember Cullen requested detailed information on the employee
development programs budgeted in the Personnel office.
Councilmember Brien left the meeting at 9:18 p.m.
Councilmember Stehura asked for information on the effectiveness of the
Police-School Laison and DARE Programs and suggested holding a study
session in which the Council could review police services and activities
in the high schools. In additiion, he requested current cost
information on upgrading RAM in the Fire Department's computers.
Council President Schneider suggested increasing the recovery ratio of
fire and emergency medical services contracts with the townships.
Discussion of the Hedberg Public Library was postponed until the next
budget study session. There being no further business, the Council
adjourned at 10:07 p.m.
