10-15-96 PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING Tuesday, October 15, 1996 Present: Council President Schneider and Councilmembers Brien, Cullen, Noll, O'Leary, Stehura, and Westphal. Present from the Administration: Steve Sheiffer, City Manager; Tom Rogers, Assistant City Manager; and Susan Musick, Personnel Director. The Council met at 8:00 a.m. at the Fire Training Center to conduct a strategic planning session. Mr. Jon Cruzan, Human Resources Director at Mercy Health System, served as facilitator. The Council engaged in a series of interactive exercises/activities designed to build teamwork; to facilitate communication; and to develop a set of priorities for the future. For major priorities, individual Councilmembers listed the following: spending controls, customer satisfaction, General Motors campus, downtown revitalization, southside beautification, growth, economic development, and gangs. When each Councilmember was given five votes to cast, the following occurred: spending control (9), customer satisfaction (5), General Motors campus (6), downtown revitalization (6), southside development (2), growth (0), economic development (5), and gangs (2). A discussion was held concerning how the Council should proceed in pursuing the priorities. There was consensus that economic development; balanced growth; and southside growth were priorities that were currently being addressed. The Administration will provide the key role in facilitating an ongoing Council dialogue/study sessions on spending controls versus services. The Council will address the downtown revitalization process and asked that a meeting with Forward Janesville be facilitated. The Administration is currently working on the General Motors campus project. As soon as the preliminary work is done, the project will move to the Council level. Customer satisfaction will be a joint effort of citizens, employees, the Administration, and Councilmembers in a total quality management (TQM) process. The gang issue will be addressed as part of the normal budget study sessions. The session adjourned at 5:30 p.m. These minutes are not official until approved by the City Council. Steven E.
