STUDY SESSION

A study session of the City Council held in the Municipal Building,
May 6, 1996 at 7:00 p.m.
The meeting was called to order by Council President Schneider.
Present: Council President Schneider, Councilmembers Stehura,
O'Leary, Cullen, Noll, and Westphal. Absent: Councilmember Brien.
1. Council reviewed the Finance and Leisure Services divisions
operations.
Director of Leisure Services Mike Williams reviewed the department
organization, various property leases and current issues facing the
division.
Councilmember Brien arrived at 7:16 p.m.
Finance Director Herb Stinski reviewed financial reporting, long
range fiscal projections, water rates, tax increment financing,
debt, and investments.
Councilmember Brien left at approximately 9:00 p.m.
The City Manager updated Council on the YMCA/Boys and Girls Club
project. Councilmember Stehura stated for the record that he felt
the topic of discussion was not noticed on the agenda and that 'the
topic may be in violation of the open meetings law. To avoid any
potential conflict, Council at that point decided to adjourn the
meeting.
2. Council President Schneider scheduled a study session on Public
Works at the City Services Center on June 3, 1996. Council waived
notice.
There being no further business, the meeting was adjourned at 9:35
p.m.
