01-08-96PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN APPROVED 1-22-96 REGULAR MEETING January 8, 1996 VOL. 46 NO. 24 Regular meeting of the City Council of the City of Janesville, held in the Municipal Building, January 8, 1996. The meeting was called to order by Council President Heitzman. Present: Council President Heitzman, Councilmembers Stehura, Brien, Schneider, Noll, O'Leary, and Thomas. Councilmember O'Leary led the Council in the Pledge of Allegiance. CONSENT AGENDA Minutes of the regular meeting held December 26, 1995. Licenses; and recommendations of the Alcohol License Advisory Committee. Council President Heitzman stated that if there were no objections, the application for an operator's license by Daniel A. Thompson would be separated and the balance of the consent agenda would be approved. There were no objections. Council President Heitzman stated that Daniel A. Thompson was not present at the meeting. Councilmember Schneider moved to deny an operator's license to Daniel A. Thompson, seconded by Councilmember Brien and passed unanimously. (All applications of licenses are on file in the office of the City Clerk and are incorporated by reference herein and may be examined upon request at all reasonable times.) OLD BUSINESS 1. Requests and comments from the public on matters which can be affected by Council action. There were none. 2. A proposed ordinance rezoning 2911 Carrousel Lane from R1 to R3 received its second reading. Council President Heitzman opened the public hearing. Attorney Robert Consigny, representing Jack Fagan, the petitioner, spoke in favor of the proposed ordinance. Martin Beck, 2846 Carrousel Lane, spoke in opposition to the proposed ordinance. The public hearing was closed. Councilmember Stehura moved to deny said ordinance, seconded by Councilmember Noll and passed with following vote: Aye: Council President Heitzman, Councilmembers Stehura, Brien, Noll, O'Leary and Thomas. Nay: Councilmember Schneider. (File Ordinance No. 95- 1009) 3 & 4. Proposed ordinances annexing (File Ordinance No. 95-1026) and zoning (File Ordinance No. 95-1027) property located between Marvog Drive and Afton Road received their second reading. No one appeared for the public hearing. Councilmember O'Leary moved to adopt said ordinances, seconded by Councilmember Schneider and passed unanimously. (File Ordinance Nos. 95-1026 & 95-1027) NEW BUSINESS 1. Committee Appointments. Councilmember Stehura moved to approve the City Manager's appointment of Robert MacArthur, 4012 Foxwood Court, to the Zoning Board of Appeals and Anne Nack to the Zoning Board of Appeals (Alternate #2), seconded by Councilmember Noll and passed unanimously. Councilmember Schneider moved to approve Council President Heitzman's appointment of herself as the Council's representative to the Visitors and Convention Bureau, seconded by Councilmember Noll and with the following vote: Aye: Councilmembers Stehura, Brien, Schneider, Noll, O'Leary and Thomas. Pass: Council President Heitzman. 2. Motion to approve a street name change for a portion of Stonefield Drive to Birdsong Lane. Councilmember O'Leary moved to approve said street name change, seconded by Councilmember Noll and passed unanimously. 3. A proposed resolution authorizing the City of Janesville to enter into the City of Janesville/Town of Rock Cooperative Boundary Plan agreement. Councilmember O'Leary moved to adopt said resolution, seconded by Councilmember Noll and passed unanimously. (File Resolution No. 95- 1993) 2 4. A proposed ordinance regarding an increase of dog, cat, and animal ordinance violation forfeitures was introduced and set for public hearing on January 22, 1996. (File Ordinance No. 95-1031) 5. Status Report by Cable Advisory Committee. Vern Morris, Chair of the Janesville Cable Advisory Committee, reviewed the Committee's annual report. Councilmember Brien moved to accept the recommendations of the Cable Advisory Committee, seconded by Councilmember Thomas passed unanimously. 6. Matters not on the agenda. Councilmember Brien requested the Administration study the problem of semi-trucks turning around in the church parking lot at the east end of Holiday Drive. 7. Closed Session Councilmember Noll moved to convene into closed session pursuant to Wisconsin Statute section 19.85 (1)(c), for the purpose of considering the performance evaluation of the City Manager, seconded by Council President Heitzman and passed unanimously.
