12-07-1995 Cooperative Boundary A Joint Meeting Between the Janesville City Council and
the Rock Township Board
The meeting was called to order by Council President Heitzman and
Town Chair O'Leary at the U.W. Rock County Campus in the Kirk
Denmark theater on December 7, 1995 at 7:00 p.m.
Present: Janesville City Council: Council President Heitzman, Councilmembers Stehura, Brien, Schneider, Noll, O'Leary and Thomas.
Rock Township Board: Chairman O'Leary, Ronald Combs and James Connell.
Town Chair O'Leary stated that the purpose of this meeting was to
conduct a public hearing on the Proposed Cooperative Boundary Plan
(Plan) between the City of Janesville and the Town of Rock. He
stated that a dialogue between the City of Janesville and the Town
of Rock concerning annexation began in 1992 when the Highway 11 by-
pass was approved. Subsequently, the Rock County Airport and
several Rock Township residents requested access to the City's
water and sewer through annexation. As a result of the Town of
Rock residents needing water and sewer, the two governing bodies
had the Plan drafted. Town Chair O'Leary requested that the town
residents come forward and state their opinions or ask questions on
the Plan.
James P. Stillmank, 2916 S. Hwy 51, stated he would like City water
and sewer but was concerned about the higher property taxes he
would pay upon annexation.
Jim McGuire, 4546 Hearthridge Dr., stated he would like access to
City water and sewer but his property was not included in the Plan.
He was instructed to contact City Planner Cantrell.
Paul Braspenninckx, 2644 W. Avalon Rd., stated his concern for the
water and sewer assessment cost and the higher property taxes he
would pay upon annexation.
Mary Ann Simmons, 3145 S. Hwy 51, stated her opposition to the Plan
and does not want to be annexed into the City.
Greg Tanko, 2439 S. River Rd., asked various questions and stated
the Plan was a good deal for the township residents.
Bill Chesebro, 1205 Burbank Av., asked when the bypass will be
constructed. Assistant City Manager Rogers stated that
construction is scheduled for the year 2000-2001.
David L. Heider, 2739 S. River Rd., stated his concern of being
forced to annex into the City. Assistant City Manager Rogers
assured residents that the City would work with them to minimize
any forced annexation.
Keith Thompson, 3340 S. Oakhill Av., stated his opposition to the
Plan.
Bill Mc Farlane, 2821 S. Hwy 51, stated his support for the Plan
but was concerned that the boundary line splits his property.
Ben Pearson, 3508 S. Oakhill Av., stated his opposition to the
Plan.
Gary Magee, 2541 W. Avalon Rd., asked various questions on the
assessment cost of water and sewer.
Curt Puntney, 2534 S. Oakhill Av., stated his opposition to the
Plan. In addition, the City dumped dirt on his land and never came
back to level it with top soil. Assistant City Manager Rogers
stated that the City would review the situation.
Jackie Braspenninckx, 2644 W. Avalon Rd., asked if horses would be
allowed within the City limits. Assistant City Manager Rogers
stated that existing land uses would be grandfathered in.
There being no further business, the public hearing was closed at
8:25 p.m. and the governing bodies adjourned the meeting.
