11-13-1995PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN APPROVED 11-27-95 REGULAR MEETING November 13, 1995 Vol. 46 No. 19 Regular meeting of the City Council of the City of Janesville, held in the Municipal Building, November 13, 1995. The meeting was called to order by Council President Heitzman. Present: Council President Heitzman, Councilmembers Stehura, Schneider and Thomas. Absent: Councilmembers Brien, Noll and O'Leary. Boy Scout Troop #595 led the Council irt the Pledge of Allegiance. CONSENT AGENDA Minutes of the special meeting held October 16, 1995. Minutes of the special meeting held October 21, 1995. Minutes of the regular meeting held October 23, 1995. Minutes of the special meeting held October 30, 1995. Minutes of the closed session held October 30, 1995. Licenses; and recommendations of the Alcohol License Advisory Committee Council President Heitzman stated that if there were no objections, the consent agenda would be approved except for the operator's licenses for Douglas Tourdot and Mark Wellnitz since they had received negative recommendations from the Alcohol Liquor Advisory Committee. There were no objections. Council President Heitzman requested Mr. Tourdot and Mr. Welinitz to address the Council concerning their negative recommendations. Neither individual was present to address the Council. Councilmember Stehura moved to deny an operator's license to Mark Wellnitz, seconded by Councilmember Schneider and passed unanimously. Councilmember Schneider moved to deny an operator's license to Douglas Tourdot, seconded by Councilmember Stehura and passed unanimously. (All applications of licenses are on file in the office of the City Clerk and are incorporated by reference herein and may be examined upon request at all times.) OLD BUSINESS 1. Requests and comments from the public on matters which can be affected by Council action. Willard Stephenson, representing the residents of Meadowview Mobile Home Park, requested the Council's assistance in resolving quality and cost issues they have with their water and sewer supplied by U.S. Energy Corporation. In addition, he requests that the Rock County Health Department be more responsive in addressing the water quality problem. Council President Heitzman stated the Administration would assist Mr. Stephenson in this matter. 2. A proposed resolution authorizing the purchase of property located at 27 South Main Street. Councilmember Stehura requested information comparing the downtown parking survey and the current proposal for downtown parking. Councilmember Thomas requested the Administration provide him with an independent appraisal of the property at 27 South Main Street. Councilmember Schneider moved to postpone action until November 27, 1995, seconded by Council President Heitzman and passed by the following vote: Aye: Council President Heitzman, Councilmembers Stehura and Schneider Nay: Councilmember Thomas. (File Resolution No. 95- 1963) 3. Action on a proposed ordinance rezoning property located at the northwest comer of Wall Street and Crosby Avenue from R3 to O1. Councilmember Schneider moved to adopt said ordinance, seconded by Councihnember Stehura and passed unanimously. (File Ordinance No. 95-1017) 4. A proposed ordinance rezoning properties at 1402, 1408, and 1420 Johnson Street from M2 to R2 received its second reading and public heating. No one appeared for the public hearing. Councilmember Stehura moved to postpone action until November 27, 1995 in order to meet the statutory notice requirement, seconded by Councilmember Schneider and passed unanimously. (File Ordinance No. 95-1019) 5. Public heating on the proposed 1996 City and Library budgets. No one appeared for the public hearing. City Manager Sheiffer presented an overview of the proposed 1996 City budget. Councilmember Thomas stated that he is unable to support this budget as long as it includes funding for the Employers Health Cooperative. Councilmember Stehura requested additional information on the cost of adding one complete cycle of yard waste pickup. 6. A proposed ordinance increasing the transit fares received its second reading and public hearing. No one appeared for the public hearing. Councilmember Stehura moved to adopt said ordinance, seconded by Councilmember Thomas and passed unanimously. (File Ordinance No. 95-1016) 7. A proposed ordinance amending the room tax ordinance to allocate 20% of annual revenues to promote visitor attraction received its second reading and public hearing. Stan Jones, representing Holiday Inn Express and Conference Center; Dana Thorpe, Executive Director of the Rock County Historical Society; Bill Zeitgeist, Consultant for the Janesville Convention and Visitors Bureau; and Ed Pulliam, representing the Janesville Mall stated their support tbr this ordinance. Councilmember Schneider moved to adopt said ordinance, seconded by Councilmember Stehura and passed unanimously. (File Ordinance No. 95-1018) NEW BUSINES S 1 & 2. Action on the proposed 1996 Library and City budgets. Council President Heitzman stated the Council will postpone action until November 27, 1995 so as to allow the full Council to consider both budgets. 3. Consideration on whether to hold a revocation hearing for the Class B Special Restaurant Combined Alcohol Beverage License issued for the premises located at 120 West Delavan Drive, D/B/A Cronin's Roadhouse. Councilmember Schneider moved to hold a revocation hearing for said license holder at a time set by Council President Heitzman, seconded by Council President Heitzman and passed unanimously. 4. A proposed ordinance rezoning property located in the 1500 block of Mt. Zion from R1 to B2 was introduced, referred to Plan Commission and scheduled for public hearing on December 11, 1995. (File Ordinance No. 95-1021) 5. A proposed ordinance rezoning property located north of Freedom Lane east of Beloit Avenue from R3 to M1 was introduced, referred to Plan Commission and scheduled for public hearing on December 1 l, 1995. (File Ordinance No. 95-1022) 6 & 7. Proposed ordinances annexing (95-1023) and zoning (95-1024) the Rock County facilities located on Hwy. 14 east of U.S. Hwy. 51 were introduced and scheduled for public hearing on December 11, 1995. (File Ordinance Nos. 95-1023 and 95-1024) 8. Matters not on the agenda. Council President Heitzman scheduled a public hearing on the City of Janesville/Town of Rock Cooperative Boundary Plan to be held on December 7, 1995 at 7:00 p.m. at the UW-Rock County campus in the Kirk Denmark Theater. City Manager Sheiffer informed the Council that the Administration had applied for a public safety grant in the amount of $3,000. The grant would purchase equipment to monitor the speed of the traffic and flash the current speed of oncoming traffic to the drivers. The Administration was unable to receive prior Council authorization because of the time constraint. Councilmember Stehura requested additional information on a safety turn signal device used by the State Patrol.
