10-21-1995SPROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN APPROVED 11-13-95 SPECIAL MEETING October 21, 1995 VOL. 46 NO. 17 Special meeting of the City Council of the City of Janesville held in the Municipal Building October 21, 1995 at 8:00 a.m. The meeting was called to order by Council President Heitzman. Present: Council President Heitzman, Councilmembers Stehura, Brien, Schneider (arrived at 8:10 a.m.), Noll, O'Leary and Thomas. Review of the proposed 1996 City Budget. The Council reviewed the Personnel, Election, Insurance, Police, Fire, Public Works Administration, Public Works Operations, Solid Waste, Vehicle Operation and Maintenance, Technical Services, Water and Wastewater budgets. During the review of the budgets, Councilmembers requested the following information: Councilmember Brien requested an analysis of whether the Transit or Police van could be used by the Fire Department in lieu of purchasing a new van. Councilmember Noll requested information on the utilization and the annual maintenance cost of the Fire Department training site. Several Councilmembers requested additional information on the need for a Community Information Assistant position. Councilmember Noll requested the status of the Administration's effort to cross-train management staff. Councilmember Schneider requested an analysis of the annual damage to our traffic signals caused by vehicle accidents and the percentage billed to the liable party. Councilmember Brien suggested that the Administration compare our cost of maintaining city- owned street lights versus the cost incurred by WP&L for maintaining their street lights. He indicated that if WP&L can maintain street lights at a lower cost to the city, we should transfer the ownership of our street lights to them. Councilmember Stehura requested information on where the trees that were to be planted on the north side of Black Bridge Road were planted. In addition, he requested an analysis comparing the 1995 Budget to the proposed 1996 Budget for the gas extraction system operation. Councilmember Brien requested information at a meeting to discuss the City's participation in the State Investment Pool in conjunction with the City's 1996 interest earnings projection. City Manager Sheiffer stated that the Administration will be proposing to add the cost of the Spring Primary to the 1996 Elections Budget which was not included in the original submittal. Also, the Beloit Avenue and Kellogg Avenue railroad crossing budgeted for reconstruction in 1996 will be completed in 1997 in order to fund the reconstruction of the South Jackson Street railroad crossing.
