Special meefmg of the City Council of the City of Janesville held in the Municipal Building October
16, 1995 at 6:30 p.m.
The meeting was called to order by Council President Heitzman.
Present: Council President Heitzman, Cotrncilmembers Stehura, Brien, Schneider, Noll, O'Leary and
Thomas.
The City Council reviewed the Council, City Manager, City Assessor, City Attorney, Clerk-
Treasurer and Finance budgets. During the review of the budgets, Councilmembers requested the
following information:
Councilmember Stehura requested a comprehensive line item budget on diskette. Also, he requested
a job description for the MIS Director, the cost of computer consulting services, and a data
processing budget.
The City Council agreed by consensus to move the legal notice publishing cost from the Council
budget to the Clerk-Treasurer's budget. In addition, they requested that routine memos on individual
Council requests be distributed to only the Councilmember making the request and
Councilmembers Stehura and Thomas.
The City Manager presented to the City Council the fire operations strategic plan, which addresses
both current response times and future response times based on the location of our fire stations. The
City Manager explained emergency response times by a series of maps illustrating under 4, 5, 6, and
7 minute response fanes. It was apparent that the north side and south side of the city exceeded the
goal of a four minute response time. Response times in these areas ranged from five to seven
minutes. The City Manager reviewed alternatives to increase response time by adding a fifth station
or relocating current stations.
The Council asked various questions about the fire operations strategic plan and requested the
following information:
Councilmember Stehura requested two maps of emergency response times for the five station option
with the first map illustrating the primary station responding and the second map illustrating the
back-up station responding. Also, he requested the number of calls that are responded to by the
back-up station.
Councilmember Schneider requested maintenance information to keep Fire Station #2 in service an
additional two years.
Councilmember Noll left 8:42 p.m.
Councilmember Brien requested a comparison of fire departments staffing levels and the number
of our fire stations with peer cities.
Council President Heitzman stated that further discussion of this matter will be scheduled for the
December 11, 1995 at the regular City Council Meeting.
There being no further business, the Cotracil adjourned at 9:05 p.m.
