08-14-1995PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN REGULAR MEETING August 14, 1995 VOL. 46 NO. 10 APPROVED 8-2:3-95 Regular meeting of the City Council of the City of Janesville, held in the Municipal Building, August 14, 1995. The meeting was called to order by Acting Council President Noll. Present: Councilmembers Stehura, Brien, Schneider, Noll, O'Leary and Thomas. Absent: Council President Heitzman. Councilmember Thomas led the Council in the Pledge of Allegiance. CONSENT AGENDA Minutes of the regular meeting held July 24, 1995. Minutes of the closed session held July 24, 1995. Minutes of the study session held July 31, 1995. Licenses; and recommendations of the Alcohol License Advisory Committee. Approval of Certified Survey Maps: 1. #95035-C, 2 lots on USH 14 west of Milton Avenue. 2. #95036-C, 1 lot on Pontiac Drive. 3. #95041-C, 4 lots on Joliet Street. Waiver of special assessment procedure for storm sewer charges for Certified Survey Map #95003-C. Acting Council President Noll stated that the operator license application of Christopher Barry would be removed from the consent agenda and that if there were no objections, the consent agenda would be approved. There were no objections. Councilmember Stehura moved to deny an operators' license for Christopher Barry, seconded by Councilmember Thomas. Councilmembers Stehura and Thomas withdrew their motion. Acting Council President Noll postponed action on Christopher Barry's license application for 2 weeks. Councilmember Stehura requested the City Attorney research the legality of placing conditions on operators licenses. (All applications of licenses are on file in the office of the City Clerk and are incorporated by reference herein and may be examined upon request at all reasonable times.) OLD BUSINESS 1. Requests and comments from the public on matters which can be affected by Council action. Nancy Hanson-Bennett, Executive Director of United Cerebral Palsy, 915 North Garfield Avenue, asked Council to include a unisex restroom with a table in the proposed Palmer Park rest- room/concession building. 2. A proposed resolution vacating Drott Drive east of US Highway 14 and south of Case drive received its public hearing. No one appeared at the hearing. Councilmember O'Leary moved to adopt said resolution subject to obtaining a dedication of street alignment as approved by the City Engineer and the annexation of a small part of right-of-way, seconded by Councilmember Schneider and passed unanimously. (File Resolution No. 95-1941) 3. Action on final Certified Survey Map #95003-C, 3 lots located at the southwest corner of State Highway 11 and Wright Road. Councilmember O'Leary moved to approve said certified survey map subject to: 1. payment of $60.00 filing fee, 2. addition of the following note on the survey: "Sidewalks shall be constructed along the Wright Road frontage of Lot 3 in accordance with applicable ordinances and policy when deemed necessary by the City of Janesville", 3. payment of $38,450.25 for storm sewer assessments, 4. payment of $4,668.00 for sidewalk assessments, seconded by Acting Council President Noll and passed unanimously. NEW BUSINESS 1. A proposed resolution establishing a goal of full funding for township use of the City Library by 1997, and requesting the County Board approve an amount equal to 92.5% of full funding for 1996. Councilmember Stehura moved to adopt said resolution, seconded by Councilmember Brien and passed unanimously. (File Resolution No. 95-1951) 2. Presentation on Library computer system. Library Director Karen Krueger reviewed the computer system being proposed for purchase. Council took no action. 3. A proposed zoning ordinance amendment allowing manufactured homes in all residence distlcicts was introduced, referred to the Plan Commission, and scheduled for public hearing on September 11, 1995.
