Regular meeting of the city Council of the city of Janesville, held
in the Municipal Building, 15 June 1992.
The meeting was called to order by Council President pro tem
Schneider.
Present: Council President pro tem Schneider, Councilmembers
Heitzman, O'Leary, Noll, Stehura and Thomas.
Absent: Council President Brien.
Councilmember Heitzman led the Council in the Pledge of Allegiance.
CONSENT AGENDA
Council President pro tem Schneider stated that licenses and
recommendations of the Alcohol License Advisory Committee would be
removed from the consent agenda and considered separately.

A Financial Gain Request from the Rock County Humane Society to use
Riverside Park for a family and dog fun run/walk on 27 September

Councilmember O'Leary moved to deny an operator's license to Paul
Krapf and Thomas Anderson, seconded by Councilmember Stehura and
passed unanimously.
Councilmember O'Leary moved to approve all recommended licenses,
seconded by Councilmember Stehura and passed unanimously.

of the City Clerk and are incorporated by reference herein
and may be examined upon request at all reasonable times.)
OLD BUSINESS
1. Requests and comments from the public on matters which can be
affected by Council action. There were none.
2. A proposed ordinance rezoning property located at 1312 North
Washington Street from R2 to R2 with Parking Overlay was given its
second reading and public hearing.
Councilmember Noll moved to adopt Revised Ordinance 92-781,
seconded by Councilmember Heitzman and passed unanimously. (File
Rev. Ordinance No. 92-781)
3. A proposed ordinance authorizing the police department to
participate in the Wisconsin Department of Transportation Non-
Moving Traffic Violations and Registration Program was given its
second reading and public hearing. No one appeared for the public
hearing.-
Councilmember O'Leary moved to adopt said resolution, seconded by
Councilmember Noll and passed unanimously. (File Ordinance No. 92-

4. A proposed resolution designating City owned land for Black
Bridge Road right-of-way and easements was given its public
hearing. No one appeared for the public hearing.
Councilmember Noll moved to adopt said resolution, seconded by
Councilmember O'Leary and passed unanimously. (File Resolution No.

5. A proposed resolution awarding $5,210,000 General Obligation
Promissory Notes, Series 1992-A.
Councilmember O'Leary moved to adopt said resolution, seconded by
Councilmember Noll and passed unanimously. (File Resolution No.

NEW BUSINESS
1. A proposed resolution authorizing a supplemental appropriation
for a building donation from the Janesville Tennis Association,
Inc.
Councilmember O'Leary moved to adopt said resolution, seconded by
Councilmember Noll and passed unanimously. (File Resolution No.
92-1492)
2. A proposed resolution authorizing a supplemental appropriation
for the Traxler Park restroom building.
Bob Reinke and John Monet, representing the Janesville Jaycees,
stated that their organization would donate $10,000 over five
years, if the restrooms were relocated north of the new parking
lot.
Councilmember Noll moved to reject all bids and direct the
administration to re-bid this project in the fall, seconded by
Councilmember Stehura.
Councilmember Stehura moved to postpone action until 29 June 1992,
in order to discuss with the Jaycees, the various options available
for relocation and the cost of those options, seconded by
Councilmember Heitzman and passed unanimously. (File Resolution

3. The award of the Traxler Park restroom building contract was
postponed until 29 June 1992.
4. A proposed resolution for the 1992 New Sidewalk Program was not
introduced.
Councilmember O'Leary moved to postpone action on said resolution
until 24 August 1992, to allow the Council to review the new
Council Policy Statement for sidewalks, before acting on the 1992
sidewalk program, seconded by Councilmember Noll and passed
unanimously. (File Resolution No. 92-1513)
5. A proposed resolution authorizing the issuance of $2,000,000
General Obligation Promissory Notes, Series 1992-B.
Councilmember O'Leary moved to adopt said resolution, seconded by
Councilmember Noll and passed unanimously. (File Resolution No.

6. A proposed resolution authorizing the sale, rehabilitation and
reuse of the old City Water Pump Station..
Councilmember O'Leary moved to adopt said resolution, seconded by
Councilmember Heitzman and passed by the following vote: Aye:
Council President pro tem Schneider, Councilmembers Heitzman,
O'Leary, Noll and Stehura. Nay: Councilmember Thomas. (File

7. A proposed resolution authorizing the submittal

Councilmember O'Leary moved to adopt said resolution, seconded by
Councilmember Heitzman and passed unanimously. (File Resolution

9. A proposed ordinance establishing a fee for flammable
combustible storage tank removal inspections was introduced and
scheduled for public hearing on 29 June 1992. (File Ordinance No.
92-783)
10. A proposed resolution authorizing the acquisition of parkland
at 621 North Main Street was referred to the Plan Commission and
scheduled for Council action on 29 June 1992. (File Resolution No.
92-1509)
11. A proposed ordinance rezoning property located at the
northeast corner of Woodcrest and Woodgate Drives was introduced,
referred to the Plan Commission and scheduled for public hearing on
13 July 1992. (File Ordinance No. 92-784)
12. A proposed ordinance rezoning property located at the
southwest corner of Norwood and Kennedy Roads was introduced,
referred to the Plan Commission and scheduled for public hearing on
13 July 1992. (File Ordinance No. 92-785)
13. Matters not on the agenda.
Councilmember Stehura requested information concerning the cost
incurred as a result of vandalism in the parks for the last two
years and the annual cost of supplying the new Traxler Park
restrooms with paper towels.
Councilmember Thomas requested information concerning the Council's
past practice of handling donations from private parties.

14. Councilmember Stehura moved to convene into closed session
pursuant to Wisconsin Statute Section 19.85 (1)(e), for the purpose
of deliberating or negotiating the potential purchase of public
properties, whenever competitive or bargaining reasons require a
closed session, seconded by Councilmember Noll and passed
unanimously.
There being no further business, the Council convened into closed
session at 9:57 p.m.
