Special meeting of the City Council of the City of Janesville, held
in the Municipal Building, 9 Nov 1992.
The meeting was called to order by Council President Brien.
Present: Council President Brien, Councilmembers Heitzman, Noll,
Stehura, Schneider. Absent: Councilmembers O'Leary and Thomas.
OLD BUSINESS
1. Review of the 1993 proposed budget.
Form of tax levy resolution.
Councilmember Thomas arrived at 6:35 p.m. Councilmember O'Leary
arrived at 6:37 p.m.
Council President Brien stated the tax levy resolution would
include the city and library levy only.
Councilmember Thomas moved to include the school levy in the tax
levy resolution. Motion died for lack of second.
Council reviewed the Leisure Services budgets.
Councilmember Schneider asked that the BID Board be approached to
share the cost of noon entertainment programs.
Council President Brien moved to transfer $1,250.00 from noon
entertainment programs to park concerts. Motion died for lack of
second.
Councilmember Schneider moved to raise revenue of adult programs by
$20,500.00 (an average of 15%), seconded by Councilmember Heitzman
and passed with the following vote: Aye: Councilmembers Heitzman,
O'Leary, Noll, Stehura, and Schneider. Nay: Council President Brien
and Councilmember Thomas.
Councilmember O'Leary moved to increase the revenue for public
skating and patch and free style by $3,500.00 (an average of 10%),
seconded by Councilmember Schneider and passed unanimously.
Councilmember Stehura requested information regarding the
percentage of in-city ice rentals and out-of-city ice rentals.
Council reviewed the Insurance Fund budget.
Council President Brien moved to reduce insurance premiums by
$62,000.00 from all funds, including $35,345.00 from the general
fund and $26,655.00 from non-general funds, seconded by
Councilmember Heitzman and passed unanimously.
Council reviewed the Solid Waste Collection and Solid Waste
Disposal budgets.
Councilmember Schneider asked for information regarding moving the
fuel tanks above ground at the landfill.
Council continued with the review of the Demolition waste,
Industrial Disposal and Recycling budgets.
Councilmember O'Leary moved to have a single Christmas tree pick-up
($13,000.00 from the 1992 budget), seconded by Councilmember Thomas
and passed with the following vote: Aye: Council President Brien,
Councilmembers O'Leary, Noll, Stehura, and Thomas. Nay:
Councilmembers Heitzman and Schneider.
Councilmember Heitzman moved to add $29,000.00 to the budget for a
one time spring pick-up of bundled brush and leaves using bio-
degradable bags. Motion died for lack of second.
NEW BUSINESS
1. Matters not on the agenda.
There were none.
There being no further business, the meeting was adjourned at 10:46
p.m.
