Regular meeting of the City Council of the City of Janesville, held
in the Municipal Building, 19 October 1992.
The meeting was called to order by Council President Brien.
Present: Council President Brien, Councilmembers O'Leary, Noll,
Stehura, Schneider, and Thomas. Absent: Councilmember Heitzman.
Councilmember Schneider led the Council in the Pledge of
Allegiance.
CONSENT AGENDA
Minutes of' the regular meeting held 5 October 1992.
Minutes of the closed session held 5 October 1992.
Licenses; and recommendations of the Alcohol License Advisory
Committee.
Council President Brien stated that if there were no objections,
the consent agenda would be approved with the exception of the
negative Class A license recommendation. There were no objections.
Councilmember Schneider moved to deny a Class A liquor license to
Jamal Museitif, seconded by Councilmember Noll and passed
unanimously.
(All applications of licenses are on file in the office
of the City Clerk and are incorporated by reference
herein and may be examined upon request at all reason-
able times.)
OLD BUSINESS
1. Requests and comments from the public on matters which can be
affected by Council action. The following individuals, representing
the Janesville Professional Police Association, addressed Council
regarding staffing levels of the Police Department: Steven Urso,
JPPA union representative; Greg Gibbs, president of JPPA; and
Martin Alstead, 303 South Garfield Avenue. clifford Jones, 2517
East Delavan Drive, stressed the need for more police officers.
2. A proposed ordinance rezoning property located in the 500 block
of Washington Street from R2 with Parking Overlay to B2 received
its public hearing. No one appeared.
Council President Brien continued the public hearing and postponed
action to the 2 November 1992 meeting. (File Ordinance No. 92-809)
3. A proposed revised ordinance deannexing property located west of
Afton Road south of Rockport Park received its public hearing. No
one appeared.
Councilmember O'Leary moved to adopt said revised ordinance,
seconded by Councilmember Schneider and passed unanimously. (File
Revised Ordinance No. 92-811)
4. A proposed final resolution for the issuance and sale of
$7,710,000.00 Industrial Development Refunding Revenue Bonds Series
1992 of the City of Janesville for Seneca Foods Corporation
received its public hearing. No one appeared.
Councilmember Noll moved to adopt said final resolution, seconded
by Councilmember O'Leary and passed unanimously. (File Resolution
No. 92-1562)
NEW BUSINESS
1. Recommendations of the Plan Commission: A. Final Certified
Survey Map 92045-C, 2 lots located on Kennedy Road.
Councilmember O'Leary moved to approve said survey, seconded by
Councilmember Noll and passed unanimously. (CSM 92045-C)
B. Final Certified Survey Map 92046-C, 1 lot located on USH 14 and
CTH A in Harmony Township.
Councilmember O'Leary moved to approve said survey including a
waiver of parkland dedication requirements, seconded by
Councilmember Noll and passed unanimously. (CSM 92046-C)
2. A proposed resolution to exercise an option to purchase a 26.7
acre parcel of land located on Conde Street for industrial
purposes.
Councilmember Schneider moved to adopt said resolution, seconded by
Councilmember Noll and passed unanimously. (File Resolution No. 92-
1560)
3. A proposed resolution authorizing the City Manager to make
application to the County of Rock for an exemption from the library
tax levy.
Councilmember Noll moved to adopt said resolution, seconded by
Councilmember Stehura and passed unanimously. (File Resolution No.
92-1563)
4. Presentation of the proposed 1993 City Budget.
City Manager Sheiffer presented the proposed 1993 Budget to the
Council.
Councilmember Stehura moved to take the budget as presented under
review, seconded by Councilmember Schneider and passed unanimously.
Council unanimously waived notice for the scheduled special budget
meetings. Council also approved the meeting schedule by consent.
5. A proposed ordinance increasing the fee charged for commercial
and industrial waste disposal was scheduled for public hearing on
16 November 1992. (File Ordinance No. 92-818)
6. A proposed ordinance establishing new fees for the building,
HVAC, plumbing, and electrical codes was scheduled for public
hearing on 16 November 1992. (File Ordinance No. 92-813)
7. A proposed revised resolution for the 1992 new sidewalk program
was scheduled the public hearing on 2 November 1992.
Councilmember Schneider moved to introduce said revised resolution,
seconded by Council President Brien.
Councilmember Schneider moved to amend by deleting items # 3, 4, 5,
6, 7, 8, 9, and 10 seconded by Councilmember O'Leary and passed
unanimously.
Councilmember Schneider moved to amend by deleting item # 2,
seconded by Councilmember O'Leary and passed unanimously.
Council then voted on the main motion as amended which passed
unanimously. (File Revised Resolution No. 92-1513)
8. A proposed resolution authorizing the acquisition of two parcels
of land adjacent to Monterey Dam was referred to the Plan
Commission and scheduled for Council action on 2 November 1992.

9. A proposed ordinance rezoning property located on Todd Drive
north of East Delavan Drive from Conservancy to M2 was referred to
the Plan Commission and scheduled for public hearing on 16 November
1992. (File Ordinance No. 92-815)
10. Matters not on the agenda.
Councilmember Schneider requested information concerning the
average police department response time.
11. Consideration of a motion to convene in closed session.
Councilmember Schneider moved, seconded by Councilmember Thomas, to
convene into closed session pursuant to Wisconsin Statue Section
19.85 (1) (c) and/or (3), for the purpose of considering collective
bargaining strategies since competitive or bargaining reasons
require a closed session and passed with the following vote: Aye:
Council President Brien, Councilmembers O'Leary, Noll, Stehura,
Schneider, and Thomas. Absent: Councilmember Heitzman.
There being no further business, the meeting adjourned into closed
session at 8:19 p.m.
