07-29-92PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING 29 July 1992 APPROVED 8-10-92 Vol. 43 No. 9 Special meeting of the City Council, City of Janesville, held in the Municipal Building, 29 July 1992. The meeting was called to order by Council President Brien. Present: Council President Brien, Councilmembers O'Leary, Noll, Stehura, Schneider and Thomas. Absent: Councilmember Heitzman. A public hearing on the operations and future of the Business Improvement District was held. The following individuals spoke in favor of the BID District: Sima Wexler, 2127 Cornell Avenue; Charles Neeson, 1106 Center Avenue; Jackie Wood, 119 South Wisconsin; Bill Mears, representing Forward Janesville; George Poppas, 426 Bostwick Avenue; Harry O'Leary, 15 North Main Street; Paul Rogers, representing Park Place Cinema; Phil Hickman, representing Valley Bank; George Steil, Jr., 720 Thorncrest Court; Janet Gasser, 1400 Manor Drive; Don Cherry, 624 North Grant Avenue; and Bob Wexler, 2127 Cornell Avenue. The following individuals spoke against the continuation of the BID District: Larry Siker, 748 Thorncrest Court; Dick Stockwell, 436 Bostwick Avenue; Lois Varley, 401-403 West Milwaukee Street; Art Koutsky, 119 North Main Street; Chuck Elliott, 111 North Main Street; Art Donaldson, 1 Parker Place; W. Schwartzlow, 14-24 South River Street; Richard DeWar, 60 South Main Street; Bill Wood, 119 South Wisconsin Street; Bruce Monson, 602 East Milwaukee Street; Dale Sanderson, 3515 Prairie Road; and Jack Hoag, 309-313 West Milwaukee Street. A proposed resolution approving the revised 1992 budget for the downtown Business Improvement District, and discussion of the Facade Program. Councilmember Schneider moved to adopt said resolution, seconded by Councilmember O'Leary and passed unanimously. Councilmember Stehura and Councilmember O'Leary requested that BID be placed on a future agenda to address a possible sunset clause and a review of their goals for the next 18 months.
