01-06-92PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN APPROVED 1/20/92 REGULAR MEETING 6 January 1992 Vol. 42 No. 26 Regular meeting of the City Council of the City of Janesville, held in the Municipal Building, 6 January 1992. The meeting was called to order by Council President Schneider. Present: Council President Schneider, Councilmembers Pierson, O'Leary, Noll, Stehura, Collins and Brien. Councilmember Collins led the Council in the Pledge of Allegiance. CONSENT AGENDA Minutes of the regular meeting held 23 December 1991. Minutes of the study session held 23 December 1991. Licenses; and recommendations of the Alcohol License Committee. Advisory Council President Schneider stated that if there were no objections, the consent agenda would be approved. objections. (All applications of licenses are on file in the office of the City Clerk, and are incorporated by reference herein and may be examined upon request at all reasonable times.) OLD BUSINESS 1. Requests and comments from the public, on matters which can be affected by Council action. There were none. 2. A proposed ordinance annexing property located south of Burbank Avenue and west of Oakhill Avenue was given its second reading and public hearing. No one appeared for the public hearing. Councilmember Stehura moved to adopt said ordinance, seconded by Councilmember Collins and passed unanimously. (File Ordinance No. 91-765) 3. A proposed ordinance establishing the zoning classification of land located south of Burbank Avenue and west of Oakhill Avenue was given its second reading and public hearing. No one appeared for the public hearing. Councilmember Stehura moved to adopt said ordinance, seconded by Councilmember Noll and passed unanimously. (File Ordinance No. 91- 766) NEW BUSINESS iA. Action on a final Certified Survey Map 91059-C, a two-lot survey located at the northeast corner of Woodland and Lodge Drive. Councilmember Collins moved to approve CSM 91059-C, including the utility easements, seconded by Councilmember Noll and passed unanimously. (File CSM 91059-C) lB. Action on a final Certified Survey Map 91072-C, a two-lot survey located at the southwest corner or West State Street and South Crosby Avenue. Councilmember Collins moved to approve CSM 91072-C, including the utility easements, seconded by Councilmember Brien and passed unanimously. (File CSM 91072-C) 2. A proposed resolution adopting the name Glacier Ridge Park for the northeast regional park. Councilmember Collins moved to adopt said resolution and seconded by Councilmember O'Leary. Councilmember Stehura moved to postpone action indefinitely on this resolution, seconded by Councilmember Schneider and passed by the following vote: Aye: Council President Schneider, Councilmembers Pierson, O'Leary, Noll and Stehura. Nay: Councilmembers Collins and Brien. (File Resolution No. 92-1442) 3. A proposed resolution adopting the Americans With Disabilities Act Paratransit Implementation Plan. Councilmember Noll moved to adopt said resolution, seconded by Councilmember Brien and passed unanimously. (File Resolution No. 92-1443) 4. Status report on the need for a spring primary for City Council. Councilmember Collins moved to not conduct a primary election if more than six individuals file nomination papers, seconded by Councilmember Brien and passed by the following vote: Aye: Council President Schneider, Councilmembers Pierson, O'Leary, Noll, Collins and Brien. Pass: Councilmember Stehura. 5. A proposed ordinance rezoning property located along South Arch Street south of Wolcott Street was introduced, referred to the Plan Commission and scheduled for public hearing for 3 February 1992. (File Ordinance No. 92-768) 6. There were no matters not on the agenda. 7. Councilmember Brien moved to convene into closed session pursuant to Wisconsin Statute Section 19.85 (1)(e), for the purpose of deliberating or negotiating the potential purchase and/or sale of public property, seconded by Councilmember Stehura and passed unanimously.
