Special meeting of the City Council of the City of Janesville held
in the Municipal Building, October 25, 1993 at 6:30 p.m.
The meeting was called to order by Council President O'Leary.
Present: Council President O'Leary, Councilmembers Stehura,
Heitzman, Noll, Schneider and Brien. Absent: Councilmember
Thomas.
OLD BUSINESS
1. Review of the 1994 Proposed City Budget.
The City Council reviewed the general government section of the
budget.
Councilmember Thomas arrived at 6:45 p.m.
Councilmember Schneider moved to delete $1,200 from conference
expense in the City Council Budget, seconded by Councilmember Noll
and failed by the following vote: Aye: Councilmembers Stehura,
Noll and Schneider. Nay: Council President O'Leary,
Councilmembers Heitzman, Brien and Thomas.
Councilmembers Noll and Thomas requested line item budgets for the
police department, fire department and recreation department.
City Manager Sheiffer stated for the record, that the City
Manager's 1994 proposed budgeted FTE's should be 2.21.
2. Review of the 1994 Proposed Library Budget and the proposed
library expansion.
Architect Jeff Scherer of Meyer, Scherer and Rockcastle, Ltd. (MSR)
presented the library expansion project. He discussed the
technical and aesthetic goals of the library building committee;
the differences between the original library expansion report,
prepared by HSR Architects, Inc. and MSR; and explained the
proposed library drawings, floor plans and models. After a
question and answer session, the Council requested the following
information:
1) Councilmember Schneider requested the administration
provide the Council with an address of a structure in Janesville
that has a copper roof. In addition, he requested that the library
director project the impact on staffing levels and circulation, if
the library was relocated for 18 months.
2) Councilmember Stehura requested information on the library
renovation and expansion in Wausau and Oshkosh. The information
should include the cost of the renovation and expansion and the
square footage of the current building and expansion.
Council President O'Leary stated the review of the 1994 Proposed
Library Budget would be scheduled for November 8, 1993.
Councilmember Schneider moved to convene into closed session
pursuant to Wisconsin Statute Section 19.85 (1) (e) for the purpose
of deliberating or negotiating the purchasing of public properties,
the investing of public funds, or conducting other specified
business, whenever competitive or bargaining reasons required a
closed session, seconded by Councilmember Thomas and passed
unanimously.
There being no further business, the Council convened into closed
session at 10:15 p.m.
