Study session of the City Council of the City of Janesville held in
the Municipal Building August 11, 1993.
Present: Council President O'Leary, Councilmembers Stehura,
Heitzman, Noll, Schneider and Brien.
Absent: Councilmember Thomas.
In attendance for the administration were: Steven Sheiffer, Herb
Stinski, Tom Rogers, John Whitcomb, Jay Winzenz, Ron Beatty and Bob
Boldt.
Financial condition of the City.
The City Manager reviewed the financial condition of the City with
the City Council on a fund by fund basis. He explained the current
financial position of each fund and what we anticipate in the
future, if we maintain the same financial philosophies.
Yard waste collection options.
The City Manager reviewed the administration's recommendation for
yard waste. It includes a spring and fall collection of combined
yard waste, loose leaf collection and collection of bundled brush,
following major storms.
By consensus, the Council agreed with the administration's
proposal.
Curbsi4e recycllnq implementation program.
The City Manager reviewed the administration's proposal to purchase
four compaction-type trucks, collect recyclables every other week,
redesigning the trash collection routes, eliminating one garbage
route and the continuation of our drop-off program.
By consensus, the Council agreed with the administration's
proposal.
Status of the 1992-1994 goals and objectives.
Council President O'Leary stated that this item would be placed on
the next Council agenda.
1994-1998 Capital Program.
The City Manager reviewed the capital improvement program with the
City Council and explained the impact the proposed projects would
have on our debt service.
There being no further business, the Council adjourned at 8:48 p.m.
