02-08-93PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN REGULAR MEETING February 8, 1993 APPROVED 2-22-93 Vol. 43 No. 29 Regular meeting of the City Council of the City of Janesville, held in the Municipal Building, February 8, 1993. The meeting was called to order by Council President Brien. Present: Council President Brien, Councilmembers Heitzman, O'Leary, Noll, Stehura, Schneider and Thomas. Councilmember O'Leary led the Council in the Pledge of Allegiance. CONSENT AGENDA Minutes of the regular meeting held January 25, 1993. Minutes of the closed session held January 25, 1993. Licenses; and recommendations of the Alcohol License Advisory Committee. Waiver of special assessment procedure for sidewalk charges for Lot 1 of Certified Survey Map 93001-C. Waiver of special assessment procedure for storm sewer and sidewalk charged for Lot 2 of Certified Survey Map 93001-C. Final Certified Survey Map 93002-C, two lots located at the southeast corner of Pontiac and Holiday Drive. Council President Brien stated that if there were no objections, the consent agenda would be approved. There were no objections. OLD BUSINESS 1. Requests and comments from the public on matters which can be affected by Council action. No one appeared to address the Council. NEW BUSINESS 1. Review of the Fourth Ward neighborhood traffic improvements and proposed pilot program. City Manager Sheiffer presented the proposed pilot program for Fourth Ward Traffic Improvements, which would discourage through traffic and reduce speeding. Councilmember Schneider requested that the administration mail an information packet on the proposed traffic improvements, and outline the proposed plan to the residents of the Fourth Ward. Councilmember O'Leary moved to implement the proposed Fourth Ward Traffic Improvement Program, as outlined in Michael King's memo to the City Manager dated February 3, 1993, seconded by Councilmember Noll and passed unanimously. 2. A proposed ordinance amending the front setback averaging provisions was introduced, referred to the Plan Commission and scheduled for public hearing on March 8, 1993. (File Ordinance No. 93-828) 3. A proposed ordinance rezoning property located at the northwest corner of Linn and McKinley Streets from R4 to B3 was introduced, referred to the Plan Commission and scheduled for public hearing on March 8, 1993. (File Ordinance No. 93-833) 4. A proposed ordinance amending the Worthless Check Ordinance was introduced and scheduled for public hearing on February 22, 1993. (File Ordinance No. 93-832) 5. Matters not on the agenda. There were none. 6. The Metropolitan Planning Organization meeting was held at 8:30 p.m. 7. Councilmember Noll moved to convene into closed session pursuant to Wisconsin Statute Section 19.85 (1) (e), for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, seconded by Councilmember Schneider and passed unanimously.
