02-01-93PROCEEDINGS OiF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN STUDY SESSION February 1, 1993 APPROVED 2-22-93 Present: Council President Brien, Councilmembers Heitzman, O'Leary, Noll, Stehura, Schneider, and Thomas. Present from the Administration: City Manager Sheiffer, Tom Rogers, Ray Voelker, Michael King, Ron Beatty, Bob Boldt, John Whitcomb, and Mark Roffers. 1. Downtown Public Safety. Council President Brien asked for citizen comment. No one addressed Council. City Manager Sheiffer outlined the options as contained in his memo of January 20, 1993, including seven tools that could be used to combat downtown problems. Police Chief Voelker responded to several questions. The Council by consensus requested a plan be drafted to include an anti-cruising ordinance and traffic regulation. 2. Recycling. Assistant City Manager Rogers reviewed the status of recycling programs for Council including the implementation schedule and the curbside pilot, program. He pointed out the pilot program applies to residential properties only. Several problems were noted with citizen compliance while participating in the pilot program. Methods of collecting recyclables were discussed. 3. Scheduling of MPO meeting. The Council, by consent, scheduled an MPO meeting for February 8, 1993 at 8:30 P.M.
