10-23-00.docPROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN REGULAR MEETING October 23, 2000 VOL. 51 NO. 17 Regular meeting of the City Council of the City of Janesville held in the Municipal Building on October 23, 2000. The meeting was called to order by Council President Murphy. Present: Council President Murphy, Councilmembers Schneider, Williams, Brien, O'Leary (arrived at 7:14 p.m.) and DeGarmo. Absent: Councilmember Noll. CONSENTAGENDA Minutes of the regular meeting of October 9, 2000. Minutes of the closed session of October 9, 2000. Minutes of the special meeting of October 16, 2000. Licenses; and Recommendations of the Alcohol License Advisory Committee. Action on Final Certified Survey Map #00048-C, 2 lots on Monarch Drive. Financial statement for the month of September, 2000. Council President Murphy stated that the Consent Agenda would be approved if there were no objections. There were no objections. OLD BUSINESS 1. Requests and comments from the public on matters which can be affected by Council action. John Berkley, 4016 Wdshire Lane, stated that conditions at the brush site are not condusive to a family vehicle and asked Council for monthly brush pick-up. NEW BUSINESS 1. A proposed resolution authorizing the filing of an application with the State Historical Society of W~sconsin for a 2001 Historic Preservation Grant. Councilmember Schneider moved to adopt said resolution seconded by Councilmember Wdliams and passed unanimously. (File Res. No. 2000-90) 2. Action to authorize the City Manager to file a water rate increase with the Public Service Commission. Councilmember O'Leary arrived at 7:14 p.m. Councilmember O'Leary moved to authorize the City Manager to file a water rate increase with the Public Service Commission, seconded by Council President Murphy and passed unanimously. 3. A proposed resolution authorizing the acquisition of property at 116 Kellogg Avenue for the General Motors Transportation Project. Councilmember Schneider moved to adopt said resolution, seconded by Councilmember DeGarmo and passed unanimously. (File Res. No. 2000-93) 4. A proposed ordinance updating, revising, creating and amending certain nuisance, zoning, and building code ordinances of the City of Janesville was introduced and scheduled for public hearing on November 13, 2000. (File Ord. No. 2000-50) 5. A proposed ordinance rezoning property located at the northeast corner of Atwood Avenue and East Court Street from R2 to R2 with Parking Overlay. Council President Murphy stated that proposed Ordinance 2000-51 would not be introduced. (File Ord. No. 2000-51) 6. A proposed ordinance annexing property located south of STH 11 between Wright Road and Wuthering Hills Drive was introduced and scheduled for public hearing on November 27, 2000. (File Ord. No. 2000-52) 7. A proposed ordinance zoning property located south of STH 11 between Wright Road and Wuthering Hills Drive to B3 upon annexation was introduced, referred to Plan Commission and scheduled for public hearing on November 27, 2000. (File Ord. No. 2000-53) 8. Matters not on the Agenda. Councilmember Schneider requested a copy of ECHO's Articles of Incorporation. 9. Closed session. Councilmember Schneider moved to convene in closed session per W~sconsin Statutes section 19.85 (1) (e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, seconded by Councilmember Wdliams and passed unanimously.
