10-09-00.min.docPROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN REGULAR MEETING October 9, 2000 VOL. 51 NO. 14 Regular meeting of the City Council of the City of Janesville held in the Municipal Building on October 9, 2000. The meeting was called to order by Council President Murphy. Councilmember Brien led the Council in the pledge of allegiance. Present: Council President Murphy, Councilmembers Schneider, Wdliams, Noll, Brien, O'Leary (arrived at 7:03 p.m.) and DeGarmo. CONSENTAGENDA Minutes of the regular meeting of September 25, 2000. Minutes of the closed session meeting of September 25, 2000. Licenses; and Recommendations of the Alcohol License Advisory Committee. Action on a motion to approve final Certified Survey Map #00034-C, Bradley Vincent, 2 lots on Rockport Road. Action on a motion to approve final Certified Survey Map #00046-C, Vicki Churchwell, 1 lot on Mineral Point Avenue. Waiver of special assessment procedure for storm sewer, sidewalk and street light charges for Huntington Estates, Webco. Council President Murphy stated that the Consent Agenda would be approved if there were no objections. There were no objections. Action on a proposed resolution in commendation of Wayne M. Anderson's 37 years of service to the City of Janesville. Councilmember Brien moved to adopt said resolution, seconded by Councilmember Noll. The motion passed unanimously. (File Res. No. 2000-78) Action on a proposed resolution in recognition of the Firefighter's Union Local 580 for co-sponsoring the Senior Center Fundraising Event. Councilmember Schneider moved to adopt said resolution, seconded by Councilmember Brien. The motion passed unanimously. (File Res. No. 2000-87) OLD BUSINESS 1. Requests and comments from the public on matters which can be affected by Council action. There were none. NEW BUSINESS 1. A proposed resolution authorizing the City Manager to make application to the County of Rock, W~sconsin for an exemption from the Library Tax Levy. Councilmember Brien moved to adopt said resolution, seconded by Councilmember Wdliams. The motion passed unanimously. (File Res. No. 2000- 85) 2. A proposed resolution authorizing the acceptance by the City of a donation of real property located at 14-20 E. Court Street from Douglas V. Erdman. Councilmember Noll moved to adopt said resolution, seconded by Councilmember Schneider. The motion passed unanimously. (File Res. No. 2000-89). 3. City Manager Sheiffer presented the FY2001 City and Library. The Council accepted the budget and scheduled the following budget review sessions: October 16, 2000; October 18,2000; October 30, 2000 and November 2, 2000. 4. A proposed resolution vacating a portion of West Wall Street east of Madison Street was referred to the Plan Commission and scheduled for public hearing on November 27, 2000. 5. Matters not on the agenda. Council President Murphy requested a timeline that led up to the condemnation of the property located at 1218 Ruger Avenue. In addition, he would like the City's general procedure used to condemn a property. Councilmembers O'Leary and Noll requested that the rezoning of the parking lot located at the intersection of Atwood and Court is placed on the next City Council agenda. Councilmember Brien requested that the Administration check for illegal parking on State Street and Lafayette Street. 6. Councilmember Schneider moved to convene into closed session pursuant to W~sconsin Statute Section 19.85(1)(e), for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session; and 19.85 (1) (e), for the purpose of considering collective bargaining strategies since competitive or bargaining reasons require a closed session. Councilmember Noll seconded the motion and it passed unanimously.
