The meeting was called te order by Council President Murphy. Present: Council President Murphy, Ceuncilmembers Schneider, Williams, Brien, O'Leary and DeGarme. Absent: Ceuncilmember Nell. CONSENT AGENDA Minutes of the regular meeting of April 10, 2000. Minutes of the organizational meeting of April 18, 2000. Licenses; and Recommendations of the Alcohol License Advisory Committee. Financial Statement for the month of March, 2000. Waiver of special assessment procedure for storm sewer, sidewalk, and street light charges for Seventh Addition to Fox Ridge Estates. Waiver of special assessment procedure for water main charges for North Wright Road (Gary Garlock). Special Recognition: action on a proposed resolution in commendation of Roger O. Kloften's service to the City of ~anesville. Council President Murphy stated the commendation resolution would be taken up separately and the balance of the consent agenda would be approved if there were ne objections. There were ne objections. Councilmember Brien moved to adept said resolution, seconded by Ceuncilme~ber DeGarme and passed unanimously. (File Resolution Ne. 2000-41) OLD BUSINESS 1. Requests and comments from the public on matters which can be affected by Council action. Sue Simmons, 2103 Schaller Street, asked that the east side of South Walnut Street from Lapham Street to Welcett Street be added to the 2000 Sidewalk Program. Committee appointments. Councilmember O'Beary moved to approve the committee appointments as presented, seconded by Councilmember DeGarmo and passed unanimously. 2. A proposed resolution requesting that the 104~h United States Congress name the City of ~anesville United States Post office for former Congressman and 18~h United States Secretary of Defense, Bes Aspin. Councilmember Brien moved to adopt said resolution, seconded by Councilmember Williams and passed unanimously. (File Resolution No. 2000-47) 3. A proposed resolution authorizing the City Manager to apply for state and federal grants to acquire parkland. Councilmember O'Beary moved to adopt said resolution, seconded by Councilme~ber DeGarmo and passed unanimously. (File Resolution No. 2000-44) 4. A proposed resolution for the 2000 Sidewalk Program received its first reading. Councilmember O'Beary moved to amend said resolution to add the east side of South Walnut Street from ~apham Street to Wolcott Street, seconded by Councilmember Brien and passed with the following vote: Aye: Council President Murphy, Councilmembers Williams, Brien, O'Beary, and DeGarmo. Nay: Councilmember Schneider. (File Resolution No. 2000-46) Council President Murphy scheduled the public hearing on May 22, 2000. 5-6. Proposed ordinances annexing (2000-17) and zoning (2000-18) property within the 3100 block of McCormick Drive to B4 and Mi upon annexation were introduced, referred to the Plan Commission and scheduled for public hearing on May 22, 2000. (File Ordinance Nos. 2000-17 & 2000-18) 7. Matters not on the Agenda. Council waived notice of the study session scheduled for May 1, 2000. C©uncil Presiden~ Murphy scheduled an MPO meeting a~ 6:30 p.m. ©n May 8, 2000. 8. Closed Session. Councilmember Brien moved ~o convene in closed session per Wisconsin S~a~u~es Section 19.85 (1) (e), for ~he purpose of deliberating or negotiating ~he purchasing of public properties, ~he investing of public funds, or conducting o~her specified public business, whenever competitive or bargaining reasons require a closed session, seconded by Councilmember O'Beary and passed unanim©usly.
