01-24-94PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN REGULAR MEETING January 24, 1994 VOL. 44 APPROVED 2-7-94 NO. 27 Regular meeting of the City Council of the City of Janesville, held in the Municipal Building, January 24, 1994. The meeting was called to order by Council President O'Leary. Present: Council President O'Leary, Councilmembers Stehura, Heitzman, Brien and Thomas. Absent: Councilmembers Noll and Schneider. Boy Scout Troop 516 of Good Shepherd Lutheran Church led the Council in the Pledge of Allegiance. CONSENT AGENDA Minutes of the regular meeting held January 10, 1994. Licenses; and recommendations of the Alcohol License Advisory Committee. Action on a motion to approve Final Certified Survey Map 93068-C, 2 lots located on Thomas Street. Council President O'Leary stated that the resolution under special recognition would be taken up separately and if there were no objections, the consent agenda would be approved. There were no objections. Special Recognition: A proposed resolution in commendation of service by Nanci Christenson to the City of Janesville. Councilmember Brien moved to adopt said resolution, seconded by Councilmember Stehura and passed unanimously. (File Resolution No. 94-1693) (All applications of licenses are on file in the office of the City Clerk and are incorporated by reference herein and may be examined upon request at all reason- able times.) OLD BUSINESS 1. Requests and comments from the public on matters which can be affected by Council action. There were none. 2. A proposed ordinance adding a penalty section for the omission of street numbers received its second reading and public hearing. No one appeared for the public hearing. Councilmember Brien moved to adopt said ordinance, seconded by Councilmember Heitzman and passed unanimously. (File Ordinance No. 94-902) NEW BUSINESS 1. Recommendations of the Plan Commission: A. A proposed resolution releasing a portion of a storm sewer easement between Washington Street and Holmes Street. B. A proposed resolution approving the final plat of Georgetown Estates. C. A proposed resolution approving the final plat of Fifth Addition to Fox Hills Estates. Councilmember Stehura moved to adopt said resolutions subject to the conditions set forth by the Plan Commission, seconded by Councilmember Heitzman and passed unanimously. (File Resolution Nos. 94-1691, 94-1690, 94-1696) 2. Waiver of Special Assessment Procedure for storm sewer and sidewalk charges for Fifth Addition to Fox Hills Estates. Councilmember Stehura moved to approve said waiver, seconded by Councilmember Brien and passed unanimously. 3. A proposed resolution authorizing assignment of lease for Rotary Gardens. Councilmember Stehura moved to adopt said resolution, seconded by Councilmember Heitzman and passed unanimously. (File Resolution No. 94-1692) 4. A proposed resolution authorizing extension of connecting highway limits on US Highway 14 at Kennedy Road. Councilmember Heitzman moved to adopt said resolution, seconded by Councilmember Brien and passed unanimously. (File Resolution No. 94-1698) 5. A proposed ordinance amending the sign ordinance to allow snap- on signs was introduced, referred to the Plan Commission, and scheduled for public hearing on February 21, 1994. (File Ordinance No. 94-905) 6. A proposed ordinance rezoning property at 1263 South Cherry Street from M2 to R2 was introduced, referred to the Plan Commission, and scheduled for public hearing on February 21, 1994. (File Ordinance No. 94-903) 7. A proposed ordinance rezoning property at 1111 Burbank Avenue from B3 to R3 was introduced, referred to the Plan Commission, and scheduled for public hearing on February 21, 1994. (File Ordinance No. 94-904) 8. A proposed ordinance annexing property southwest of the intersection of US Highways 14 and 51 was introduced and scheduled for public hearing on February 21, 1994. (File Ordinance No. 94- 906) 9. A proposed ordinance zoning property southwest of the intersection of US Highways 14 and 51 was introduced, referred to the Plan Commission, and scheduled for public hearing on February 21, 1994. (File Ordinance No. 94-907) 10. Matters not on the agenda. There were none. 11. The closed session was postponed to February 7, 1994.
