01-10-94PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN REGULAR MEETING January 10, 1994 Vol. 44 No. 26 APPROVED 1-24-94 Regular meeting of the City Council of the City of Janesville, held in the Municipal Building, January 10, 1994. The meeting was called to order by Council President O'Leary. Present: Council President O'Leary, Councilmembers Stehura, Noll, Schneider and Thomas. Absent: Councilmembers Heitzman and Brien. Councilmember Thomas led the Council in the Pledge of Allegiance. CONSENT AGENDA Minutes of the regular meeting held December 27, 1993. Licenses; and recommendations of the Alcohol License Advisory Committee. Action on a motion to approve Final Certified Survey Map 93070-C, 4 lots on Lafayette and Joliet Streets. Council President O'Leary stated if there were no objections, the consent agenda would be approved, except for the operators' licenses that received no recommendation or a negative recommendation. There were no objections. Council President O'Leary asked if John Kimpel or J. Rexford Schuster were in the audience and wished to discuss their operator's license application. No one came forward. Councilmember Schneider moved to deny an operator's license to John Kimpel, seconded by Councilmember Noll and passed unanimously. Councilmember Stehura moved to deny an operator's license to J. Rexford Schuster, seconded by Councilmember Thomas and passed unanimously. (All applications of licenses are on file in the office of the City Clerk and are incorporated by reference herein and may be examined upon request at all reasonable times.) OLD BUSINESS 1. Requests and comments from the public on matters which can be affected by Council action. There were none. 2. A proposed ordinance rezoning property at the corner of Midvale Drive and Green Valley Drive from R3 to R3 with parking overlay, was given its second reading and public hearing. No one appeared for the public hearing. Councilmember Noll moved to adopt said ordinance, seconded by Councilmember Schneider and passed unanimously. (File Ordinance No. 93-897) 3 & 4. Proposed ordinances annexing (Ord. No. 93-900) and zoning property (Ord. No. 93-901) in the 800 block of Rockshire Drive were given their second readings and public hearing. No one appeared for the public hearing. Councilmember Noll moved to adopt Ordinances No. 93-900 and 93-901, seconded by Councilmember Schneider and passed unanimously. (File Ordinances No. 93-900 and 93-901) NEW BUSINESS 1. A proposed resolution authorizing the City to apply for certification with the FCC to regulate cable rates was given its public hearing. Joe Zuravle, representing Crown Cable, recommended that the City Council not regulate cable rates and postpone local regulation. Councilmember Brien arrived at 7:25 p.m. Elizabeth Gall, 1210 Columbus Circle, stated that the City Council should take into consideration Crown Cable's past record for raising cable rates, when deciding on whether to regulate rates. Councilmember Stehura moved to adopt said resolution, seconded by Councilmember Brien and passed unanimously. (File Resolution No. 93-1688) 2. A proposed resolution authorizing the continuation of the downtown Business Improvement District. Jackie Wood, Business Improvement District President, stated that they have been successful in communicating with all members within the BID District, and achieving the goals and objectives of the promotion, development and design committees. She requested that the Council continue the downtown Business Improvement District. Councilmember Stehura requested the Business Improvement District 2 Board track the assessed value and the number of businesses in their district on an annual basis. This data would measure the performance of the BID District. Councilmember Thomas requested that Mrs. Wood contact Jan Leach about locating a free health clinic within the BID District. Councilmember Brien moved to adopt said resolution, seconded by Councilmember Noll and passed unanimously. (File Resolution No. 93-1689) 3. A proposed ordinance adding a penalty section for the omission of street numbers, was introduced and scheduled for public hearing on January 24, 1994. (File Ordinance No. 94-902) 4. Matters not on the agenda. There were none.
