Minutes 02-12-01PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN REGULAR MEETING February 12, 2001 VOL. 51 NO. 28 Regular meeting of the City Council of the City of Janesville held in the Municipal Building on February 12, 2001. The meeting was called to order by Council President Murphy at 7:00 p.m. Councilmember O'Leary led the Council in the Pledge of Allegiance. Present: Council President Murphy, Councilmembers Schneider, Wdliams, Noll, Brien, O'Leary and DeGarmo. CONSENT AGENDA Minutes of the regular meeting of January 22, 2001. Minutes of the closed session of January 22, 2001. Licenses; and Recommendations of the Alcohol License Advisory Committee. Action on a motion to approve final Certified Survey Map #01004-C, Phylon LLP, 2 lots on Foster Avenue. Waiver of special assessment procedure for storm sewer and street light charges for Pine Ridge Estates Third Addition, Tim Weber. Waiver of special assessment procedure for storm sewer, sidewalk and street light charges for Prairie Wood Estates Fifth Addition, Joe Thomas. Waiver of special assessment procedure for storm sewer, sidewalk and street light charges for Rockpod Ridge Estates Third Addition, Robed Madin. Waiver of special assessment procedure for storm sewer, sidewalk and street light charges for Starbrite Estates, Dan Weitzel, Starbrite LLP. Council President Murphy stated that the Consent Agenda would be approved if there were no objections. There were no objections. Special recognition: A proposed resolution in commendation of Dale W. Boettcher's fifteen years of service to the City of Janesville. Councilmember Brien moved to adopt said resolution, seconded by Councilmember Noll and it passed unanimously. (File Res. No. 2001-131) OLD BUSINESS 1. Requests and comments from the public on matters which can be affected by Council action. There were RORe. 2. A public hearing on the reconsideration of the sale of River Valley Park located in the 1900 block of South Osborne Avenue. The following individuals spoke in favor of reconsideration: Connie Steinke, 1934 S. Wdlard Avenue, Karen and Robed Thomas, 1945 S. Marion Avenue, Jim Lankford, 620 S. Academy Street, Richard Frank, 1119 Elida Street, Millie LoGSt, 1720 S. Willard Avenue, Wanden Zittlow, 1838 S. Wdlard Avenue and Florence Wallmuth, 1908 S. Wdlard Avenue. Jim Cummings and John Anderson, representing Habitat for Humanity, stated their need for a buildable lot in Janesville. Councilmember Noll moved to reconsider Resolution 2000-94 that authorized the sale of River Valley Park. Councilmember Schneider seconded the motion and it passed by the following vote: Aye: Councilmember Schneider, Williams, Noll, Brien, O'Leary and DeGarmo. Nay: Council President Murphy. Councilmember Noll moved to indefinitely table adion on Resolution 2000-94. Councilmember Schneider seconded the motion and it passed unanimously. (File Res. No. 2000-94). NEW BUSINESS
