Minutes 02-08-01PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING February 8, 2001 VOL. 51 NO. 27 Special meeting of the City Council of the City of Janesville held in the Municipal Building on February 8, 2001. The meeting was called to order by Council President Murphy at 6:30 p.m. Present: Council President Murphy, Councilmembers Schneider, Wdliams, Brien, O'Leary and DeGarmo. Absent: Councilmember Noll. REVIEW OF THE PRELIMINARY PLAN FOR ROCKPORT PARK: City Manager reviewed the conceptual plan for Rockport Park. The plan includes a bikeway, Phase II of the Peace Playground and a pavilion. These projects are funded through the Capital Improvement program and donations. An upgrade to the existing pool and a new wading pool in the amount of $1.5 million dollars is proposed for 2006-2010 and is unfunded. The Council asked several questions about the proposed improvements at the park. REVIEW OF THE REVISED CAPITAL IMPROVEMENT PROGRAM: City Manager reviewed the Revised Capital Improvement Program (CIP) with Council. The initial CIP was $28,375,120 and after Administrative and Council review it is currently at $17,586,065. The program includes the following revisions made after the initial review with Council: A new police station was moved from 2003 to 2001 Riverwall repairs were deleted from 2001 Mineral Point detention pond was moved from 2001 to 2002 Twelve Oaks and Fox Hills greenbelts were postponed until 2003 Pothole-patcher was deleted from 2001 Changes to City costs as a result of allocating development costs to the developers The Council did not make additional revisions to the CIP. REVIEW OF THE LIBRARY TECHNOLOGY IMPROVEMENTS: The Council stated that the plan was acceptable. Matters not on the Agenda. There were none.
