Minutes 12-06-05.doc PROCEEDINGS OF THE CITY COUNCIL CITY OF JANESVILLE, WISCONSIN SPECIAL MEETING (Study Session) Approved: December 26, 2005 December 6, 2005 VOL. 56 NO. 19 Special meeting of the Janesville City Council held at the Janesville Transit Center on December 6, 2005. The meeting was called to order by Council President Tom Wellnitz at 6:00 p.m. Present: Council President Tom Wellnitz, Councilmembers Addie, Brien, Brunner, Tim Wellnitz and Williams. Absent Councilmember DeGarmo Review/Action on Need and Proposal for New Transit Operations Building: The City Council toured the transit facility. Transit Director Mumma provided information to the Council concerning their existing need for a new facility and their needs for the next 20 years. He estimated that the facility would require 5-7 acres of land and cost $5.0 million. The City would receive 80% of the funding from a federal grant for the site and building. By consensus, the Council agreed to move forward and review potential sites for the new transit facility. Review Sidewalk Policies: Councilmember Brunner requested that the Council review the City’s existing sidewalk policy. He believed that the current sidewalk policy was not working. By consensus, the Council agreed that the Administration should prepare a proposed ordinance that would require all new developments to have sidewalks on one side of the street. Review of Information on the Uses of Traffic Roundabouts: City Engineer Messer provided the Council with information concerning roundabouts. He believes that certain intersections would be more efficient and safe with roundabouts. By consensus, the Council agreed that the City Engineer should prepare a plan for the City’s first roundabout. Matters not on the Agenda: City Manager Sheiffer informed Council that the Hedberg Public Library Board appointed Carol Kuntzelman as Acting Library Director.
