2024-2199 RESOLUTION NO. 2024-2199 A resolution authorizing a General Fund transfer from contingency to the Housing Assistance Fund for calendar year 2023 and reallocating budgeted funds from the Contingency category to the Public Safety category. WHEREAS, the Common Council of the City of Janesville adopted Council Policy 89 related to General Fund Balance; and WHEREAS, Council Policy 89 sets an unrestricted fund balance policy in a range of 16.7% to 25% of the fund operating expenditures for the following year; and WHEREAS, the 2023 General Fund operational budgeted expenditures are estimated to be forty- seven million, thirty-four thousand and one hundred seventy-nine dollars ($47,034,179); and WHEREAS, the General Fund unrestricted fund balance is estimated to be twelve million, one- hundred ninety-three thousand, eight hundred and fifty-five dollars ($12,193,855) at the end of 2023, which is above the threshold established by Council Policy 89; and WHEREAS, it is appropriate to use excess reserves for special projects; and WHEREAS,the Common Council on the City of Janesville adopted File Resolution Number 2022- 2063, establishing the 2023 City Budget; and WHEREAS, the Common Council authorized the following operating expenditure program budgets: General Fund Operating Expenditures General Government $4,742,217.00 Public Safety 28,409,218.00 Public Works 6,002,490.00 Parks and Recreation 3,356,637.00 Community Development 1,798,148.00 Other 889,292.00 Total General Fund Operations $45,198,002.00 WHEREAS, The Public Safety budget category is estimated to be overspent by five-hundred eight thousand, five hundred and forty-eight dollars ($508,548); and WHEREAS, it is appropriate to use contingency funds to cover the Public Safety overage. NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of Janesville finds that it is in the best interest of the City of Janesville to provide for and authorize a General Fund transfer from the contingency account to the Housing Assistance Fund for calendar year 2023 for use on housing assistance projects; and BE IT FURTHER RESOLVED that the Common Council of the City of Janesville finds that it is in the best interest of the City of Janesville to provide for and authorize a budget transfer from the General Fund the contingency budget to the Public Safety budget for calendar year 2023 for use on public safety operations; and BE IT FURTHER RESOLVED by the Common Council of the City of Janesville that it hereby authorizes a transfer from the General Fund Contingency Balance to the Housing Assistance Fund to be made in an amount not to exceed five hundred thousand dollars ($500,000) for calendar year 2023 for housing assistance projects; and BE IT FURTHER RESOLVED by the Common Council of the City of Janesville that it hereby authorizes a transfer from the General Fund Contingency Budget to the Public Safety Budget to be made in an amount not to exceed five hundred fifty thousand dollars ($550,000)for calendar year 2023 for program overspending.
