2023-2157 RESOLUTION NO. 2023-2157
A resolution celebrating 100 years of continuous Council-Manager form of government
in the City of Janesville.
WHEREAS, the City of Janesville pioneered the Council-Manager form of government in the State of
Wisconsin by being the first Wisconsin City to adopt the plan, as well as one of the foremost cities to
adopt the plan nationally; and
WHEREAS, Janesville has grown, prospered, and been greatly enriched by, and through, the
partnership of concerned citizens, dedicated Councilmembers and capable managers since 1923;
and
WHEREAS, the economy of operations, progressive and innovative City Councils, farsighted physical
and social planning, and dedication of career municipal employees has led our City to a point of
eminence among other municipalities through a constant record of amply providing the necessary
citizen's services while maintaining the lowest possible level of government expenditures; and
WHEREAS, Janesville's recognized high level of aesthetic standards have been fostered through the
professionalism and continuity available under the Council-Manager government; and
WHEREAS, this year marks the One Hundredth Anniversary of the continuous and successful
operation of Council-Manager government in Janesville.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Janesville, that
October 2, 2023, be designated and commemorated as the One Hundredth Anniversary of Council
Manager government in Janesville.
