CP001 (Adoption of Council Policy Statements)CITY OF JANESVILLE Policy No. 1 Page 1 of 1 CITY COUNCIL POLICY STATEMENT Date Issued: 4/5/71 Revised: 6/11/2018; 8/28/23 General Subject: Administration Effective Date: 8/29/23 Special Subject: Adoption of Council Cancellation Date Policy Statements Supersedes Responsible Dept/Div: City Manager’s Office PURPOSE To clearly identify policies of the City Council not covered by ordinances and to make such policies of the City Council readily available to all concerned. STATEMENT OF POLICY 1. Council policy statements shall be maintained on the City’s network drives and the City’s website. 2. The City Manager’s Executive Administrative Assistant shall be the custodian of Council policy statements. 3. Policies of the Council shall not conflict with any ordinance of the City. 4. All policies shall be adopted by motion and must receive not less than four (4) Council votes for adoption at a public meeting following its original introduction. 5. A policy shall include as required: A. Its purpose. B. A concise statement of the policy. PROCEDURE 1. The Council President, City Manager, or any two (2) members of the City Council may place a proposed Council policy on the Council Agenda provided that the proposal is distributed to all council members prior to Council consideration and action. 2. The Council may authorize the creation of a policy and assign its preparation to the City Manager. 3. Prior to final adoption, the City Manager shall assign a brief title, a policy number, and the responsible department or division, and place the policy within a prescribed format. 4. Following adoption, the policy shall be indexed and placed on the City’s network drives and website for access by City officials and the public.
