2023-2139 RESOLUTION NO. 2023-2139 A resolution authorizing the City Manager to proceed with the conveyance of properties located at 1713 Purvis Avenue and 1712-1714 Rockport Road to Acts Housing. WHEREAS, the City of Janesville owns the following described parcels: 1713 Purvis Ave-SYKES ADD. LOT 8 EX.W.6' BLK.3. JC510001500034 1712-1714 Rockport Rd-LOT 2 CERT.SURV.#775151. VOL.2 P. 170. JC6107214 WHEREAS, The City of Janesville acquired the properties located at 1713 Purvis Ave and 1712-1714 Rockport Road in October 2022, through the Rock County Tax Foreclosure Program for the purpose of neighborhood improvement; and WHEREAS, Acts Housing has expressed a willingness to assist home buyers in the rehabilitating of the residential properties located at 1713 Purvis Ave and 1712-1714 Rockport Road; and WHEREAS, Acts Housing provides home buyer and financial coaching, lending and real estate services, and home rehab coaching; and, WHEREAS, The rehabilitation is consistent with the 2015-2019 and the 2020-2024 Consolidated Plan for as well as the City of Janesville Comprehensive Plan, which calls for the City to acquire vacant, dilapidated, and tax-delinquent properties for rehabilitation and resale to increase owner-occupancy and promote continued investment in existing neighborhoods; and WHEREAS, It is in the best interest of the City of Janesville to convey 1713 Purvis Ave and 1712-1714 Rockport Rd to Acts Housing to assist in the rehabilitation; and WHEREAS, the rehabilitated home will be sold to an income-eligible party NOW THEREFORE BE IT RESOLVED BY THE COMMON COUNCIL of the City of Janesville that it hereby authorizes and directs the City Manager and the City Clerk to execute on behalf of the City of Janesville, the conveyance of such property; and to negotiate and execute such documents, papers, and forms as may from time to time be necessary and/or desirable to effectuate such transaction and the intent of this resolution as the City Manager may decide; and BE IT FURTHER RESOLVED that the City Manager is hereby authorized to take whatever other actions or to make whatever other minor changes that may be necessary to effectuate this land transaction.
