2023-2095 RESOLUTION NO. 2023-2095 A resolution authorizing the City Administration to expend funds for the replacement of a playground at Washington Park. WHEREAS, the City of Janesville is known as Wisconsin's Park Place; and WHEREAS, the park system is home to forty-four (44) playgrounds; and WHEREAS, in the 1990s, Janesville established a plan to replace playgrounds on an annual basis so that equipment would not become worn, rusty, and unsafe for children; and WHEREAS, the 2023 Capital Improvement Plan proposes $60,000 for the purchase of a playground at Washington Park; and WHEREAS, a current playground sale would allow for the purchase of a playground and swing set to fulfill the replacement need at Washington Park for Fifty-Nine Thousand Four Hundred Thirty-One Dollars and Seventy-Five cents ($59,431.75); and WHEREAS, the Common Council hereby find that this expenditure and purchase acquisition are in the best interest of and benefit to the City of Janesville and the community. NOW, THEREFORE BE IT RESOLVED, by the Common Council of the City of Janesville, that they hereby approve and authorize the City Administration to expend funds in the amount of$59,431.75 for the replacement of playground equipment at Washington Park; and BE IT FURTHER RESOLVED by the Common Council that this authorization commits the Common Council to include $59,431.75 in the 2023 tax exempt obligation promissory note issue for this purpose as permitted by the Internal Revenue Code of 1986. This declaration of official intent is consistent with the budgetary and financial circumstances of the City.
