FUNCTION The purpose of the Advisory Committee on Appointments shall be to recommend nominees to the City Manager and Council President for standing municipal committees, commissions, and boards. This committee will not advise the City Manager on appointments to the Police and Fire Commission and Plan Commission, as the City Manager has direct appointment authority to these commissions per Wisconsin State Statutes. Additionally, this committee shall not advise the City Manager on appointments to the Business Improvement District (BID) Board, as the BID Board itself shall serve as the entity providing recommendations to the City Manager concerning its own Board composition. The Advisory Committee on Appointments shall also serve as the entity that reviews nominations for the City’s Volunteer of the Year Award Program and selects finalists. MEMBERSHIP - APPOINTMENT The committee shall consist of five (5) members. Members shall serve a three-year term. At the time of initial appointment of the committee, one member shall be appointed for one year, two for two years, and two for three years. In addition, an alternate member shall be appointed with all the privileges of membership except voting. In the absence or recusation of a voting member, the alternate shall be deemed to be a voting member. Committee members shall be appointed by the City Council President subject to the approval of the City Council. After the initial members of the Advisory Committee on Appointments are appointed, recommendations from this committee shall be taken into consideration by the Council President when determining future appointments to this committee. Terms shall expire on April 30. Committee appointees shall: (1) be Janesville residents; (2) represent the City as a whole; and (3) possess an interest in the committee appointment process. The committee shall select its chair. The City Manager’s staff designee shall serve as a liaison between the committee, the City Administration, and the City Council.
