2022-2059 FILE RESOLUTION NO. 2022 - 2059 A resolution proclaiming November 2022 as "Homeless Awareness Month" in the City of Janesville. WHEREAS, the City of Janesville is committed to identifying and addressing gaps in the programs and services provided to the homeless population in Janesville; and WHEREAS, in July 2018, the City brought together approximately 25 organizations for that purpose; and WHEREAS, this committee, titled Finding Opportunities to Collaborate and Unite Services, or FOCUS, achieved various successes, including the establishment of a homeless outreach team, updating City ordinances to allow overnight parking and sleeping in designated lots within the city, and constructing a 92-unit affordable housing development; and WHEREAS, the successes of the committee are a direct result of the partnership with, and the assistance of, the service providers that comprise the FOCUS team; and WHEREAS, "Homeless Awareness Month" enhances the awareness of the public about the many reasons why people are homeless, including the shortage of affordable housing for very low-income residents, and encourages support for homeless assistance service providers; and WHEREAS, Janesville is home to many organizations committed to sheltering and providing supportive services and meals to the homeless, including Acts of Kindness, ECHO, GIFTS, House of Mercy, Salvation Army, and many more; and WHEREAS, the City of Janesville recognizes that homelessness continues to be a critical problem for many individuals and families in the community. NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of Janesville hereby designate November 2022 as "Homeless Awareness Month" in the interest of facilitating awareness and understanding about homelessness; and BE IT FURTHER RESOLVED that the Common Council of the City of Janesville encourages all citizens to recognize that many people do not have housing and need support from citizens and service-providing agencies.
