2022-2055 RESOLUTION NO. 2022-2055
A resolution approving the HOME-American Rescue Program Allocation Plan, an
Amendment to the 2021 CDBG and HOME Annual Action Plan for
Use of HOME-ARP Funds. (File Resolution No. 2022-2055)
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) provided a
one-time allocation in the amount of $2,442,156 to the Rock County HOME Consortium
(Consortium) for the purpose of providing homelessness assistance and assistance to
other vulnerable populations throughout Rock County under a program referred to as the
HOME-American Rescue Program (HOME-ARP); and
WHEREAS, the City of Janesville serves as the lead agency for the Rock County HOME
Consortium and has the responsibility to develop the HOME-ARP Allocation Plan and
undertake HOME-ARP activities in compliance with Federal regulations; and
WHEREAS, the City and Consortium partners have developed a HOME-ARP Allocation
Plan that outlines the consultation and public participation processes used to inform the
plan, includes an assessment of the needs of the qualifying populations and gaps in local
housing and services systems, and identifies the planned use of HOME-ARP funds to
support priority activities and production goals; and
WHEREAS, the highest priority need for all qualifying populations is for additional
affordable rental units, and additional priority needs include, but are not limited to:
supportive services, such as mental health services, food assistance, childcare (particularly
in shelter and flexible hour care to accommodate 2nd and 3rd shift employment), and case
management to coordinate services; and
WHEREAS, the City and Consortium are proposing that HOME-ARP funds be allocated for
the following eligible uses:

WHEREAS, the Community Development Authority (CDA) has held the required public
hearing for the HOME-ARP Allocation Plan and thereafter considered the various
alternative allocations for activities; and
WHEREAS, the CDA has unanimously recommended to the Common Council that it
approve the following the HOME-ARP Allocation Plan, and amendment to the 2021 CDBG
and HOME Annual Action Plan for Use of HOME-ARP funds; and The City of Janesville
and the Rock County HOME Consortium propose to undertake the following activities with
the FY 2022 CDBG and HOME funds; and
WHEREAS, the CDA further recommends to the Common Council that it authorize and
direct the Acting City Manager to execute the HOME-ARP Allocation Plan, an amendment
to the 2021 CDBG and HOME Annual Action Plan, including the various certifications for
these funds; and
WHEREAS, the Common Council finds that it is in the community's best interest to fulfill the
requirements to secure HOME-ARP funds for eligible activities throughout Rock County.
NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Janesville,
that it authorizes and directs the Acting City Manager to submit the HOME-ARP Allocation
Plan, an amendment to the 2021 CDBG and HOME Annual Action Plan, including
assurances contained therein and to provide any other information requested by HUD; and
BE IT FURTHER RESOLVED,that the Acting City Manager, and his designees, are hereby
authorized to negotiate, draft, prepare, execute, file and modify such other documents,
papers and agreements ancillary and/or pertaining thereto and, from time to time, to take
and/or make whatever other actions and/or modifications to the above described
agreements as the City Manager and/or his designee may deem necessary and/or
desirable to effectuate the purposes of such agreements and the intent of this resolution.
