2022-2056 RESOLUTION NO. 2022-2056
A resolution authorizing the Acting City Manager to enter into an
Intergovernmental Cooperative Agreement for the HOME-American Rescue
Program between the City of Janesville, the City of Beloit and Rock County. (File
Resolution No. 2022-2056)
WHEREAS, the Common Council of the City of Janesville desires to provide assistance to
homeless individuals and other vulnerable populations throughout Rock County by
providing affordable housing and supportive services; and
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) provided a
one-time allocation in the amount of $2,442,156 to the Rock County HOME Consortium
(Consortium) for the purpose of providing homelessness assistance and assistance to
other vulnerable populations throughout Rock County under a program referred to as the
HOME-American Rescue Program (HOME-ARP); and
WHEREAS, the Cities of Janesville, Beloit and Rock County have developed a HOME-ARP
Allocation Plan that outlines the consultation and public participation processes used to
inform the plan, includes an assessment of the needs of the qualifying populations and
gaps in local housing and services systems, and identifies the planned use of HOME-ARP
funds to support priority activities and production goals; and
WHEREAS, the Common Council of the City of Janesville desires to enter into an
intergovernmental cooperative agreement with the City of Beloit and Rock County to
provide assistance to eligible populations through the HOME-ARP Program; and
WHEREAS, this Agreement defines the purpose, provisions, terms, and conditions upon
which the HOME-ARP Program will be administered; and
WHEREAS, Municipalities in Wisconsin pursuant to §66.0301, Wis. Stats. and counties in
Wisconsin pursuant to § 59.01, Wis. Stats. have the necessary authority to enter into
intergovernmental agreements of the type herein contemplated; and
NOW, THEREFORE, BE IT RESOLVED BY the Common Council of the City of Janesville
as follows:
1. Each of the above recitals are reiterated and incorporated herein by reference as if
fully set verbatim.
2. The attached proposed Intergovernmental Agreement between the City of
Janesville, City of Beloit and County of Rock for participation in the HOME-ARP
Program is hereby approved and authorized; and
BE IT FURTHER RESOLVED,that the Acting City Manager, and his designees, are hereby
authorized to negotiate, draft, prepare, execute, file and modify such other documents,
papers and agreements ancillary and/or pertaining thereto and, from time to time, to take
and/or make whatever other actions and/or modifications to the above described
agreements as the City Manager and/or his designee may deem necessary and/or
desirable to effectuate the purposes of such agreements and the intent of this resolution.
