2022-2047 RESOLUTION NO. 2022-2047
A resolution supporting a grant request to Rock County Human Services for
funding through the American Rescue Plan Act (ARPA) to combat homelessness
in Rock County.
WHEREAS, the Rock County Board of Supervisors allocated $3,000,000 of American
Rescue Plan Act (ARPA) funds to be reserved for a matching grant program to
encourage local development of programs to help the homeless; and
WHEREAS, the program will match one dollar of ARPA funds for every four dollars of
local government funds for qualifying programs in communities with a population of over
8,000 people; and
WHEREAS, the Common Council recognizes the positive benefits of affordable housing
in our community through the Safe and Healthy Community Strategic Goal; and
WHEREAS, the City of Janesville utilizes various local, state, and federal funding
sources to promote affordable housing development; and
WHEREAS, the City of Janesville intends to prepare and submit a competitive
application to Rock County Human Services for $650,000 $891,880 to match existing
affordable housing funds for the development and construction of affordable housing;
and
WHEREAS, the City of Janesville will utilize TIF-Housing funding and other state and
local housing funds allocated to the City of Janesville to provide the local match; and
WHEREAS, county assistance is needed to maximize the number of affordable housing
units that can be created to serve homeless individuals.
NOW, THEREFORE, BE IT RESOLVED that the Common Council hereby finds that
this grant application, grant, and program are each in the best interest of, and benefit to,
the City of Janesville; and
BE IT FURTHER RESOLVED that the City Manager and his designee(s), on behalf of
the City of Janesville, is/are hereby jointly and severally authorized and empowered to
negotiate, draft, review, revise, modify, amend, execute, enter into, file and/or record
additional applications, agreements, amendments, documents, reports, and letters of
understanding concerning this matter, and to take whatever additional other actions that
the City Manager may determine in his sole discretion, from time to time and at any
time, necessary and/or desirable in the public interest to effectuate the intent of this
Resolution.
