2022-2043 FILE RESOLUTION NO. 2022-2043
A resolution recognizing Janesville Mobilizing 4 Change for creating a safer, healthier
community for Janesville's youth.
WHEREAS, Janesville Mobilizing 4 Change (JM4C) is a state-certified youth substance use
prevention agency, a Division of the City of Janesville under the oversight of the Hedberg Public
Library, with a licensed Prevention Specialist on staff; and
WHEREAS, JM4C celebrates ten years of Drug-Free Communities prevention service to the
community on September 29, 2022; and
WHEREAS, JM4C has brought over two million dollars in grant funding for prevention and
substance misuse recovery to the community over the last ten years; and
WHEREAS, youth substance misuse rates have steadily trended downward since 2010, with
past 30-day use rates of alcohol, tobacco, and marijuana down by at least ten percent or more;
and
WHEREAS, JM4C works with community partners and volunteers to increase collaboration and
awareness to prevent youth substance abuse in Janesville and Rock County by providing
outreach programs, educating parents and other adults, helping to strengthen policies that deter
substance use in youth, collecting data, and helping to support substance-free activities for
youth; and
WHEREAS, volunteers and community partners have donated over 12,000 hours of their time
to help ensure a safer and healthier community, especially for our youth; and
WHEREAS, JM4C was nationally recognized with a Coalition of Excellence Award for Long-
Term Outcomes for work decreasing youth prescription drug misuse by the Community Anti-
Drug Coalitions of America (CADCA) in 2016; and
WHEREAS, JM4C has also worked to prevent sexual violence, improve youth mental health,
and reduce adult opioid misuse.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL that the City of
Janesville recognizes Janesville Mobilizing 4 Change for creating a safer, healthier community
for Janesville's youth.
