2022-841 REVISED FILE ORDINANCE NO. 2022-841 An ordinance changing and establishing the zoning classification of property located at the northeast corner of USH 51 and STH 11 to M1 upon annexation. THE COMMON COUNCIL OF THE CITY OF JANESVILLE DO ORDAIN AS FOLLOWS: SECTION I. The zoning classification of the following described property is established as M1, Light Industrial District: PART OF THE NORTHWEST 1/4 OF SECTION 13, TOWNSHIP 2 NORTH, RANGE 12 EAST, COUNTY OF ROCK, STATE OF WISCONSIN, DESCRIBED AS FOLLOWS: BEGINNING AT THE NORTHEAST CORNER OF THE NORTHWEST 1/4 OF SAID SECTION 13; THENCE S 0°04'38" E ALONG THE EAST LINE OF SAID NORTHWEST 1/4, 2518.66 FEET TO THE NORTH LINE OF S.T.H. ALSO INCLUDING ONE-HALF OF THE PUBLIC RIGHT-OF-WAY OF STH 11 AND USH 51 ADJOINING THE ABOVE-DESCRIBED PROPERTY. SECTION III. This zoning change is subject to the following conditions: 1. A 50-foot rear yard building setback / green area and screening requirement shall apply along the northerly boundary of the industrial development sites located north of W. Venture Drive between Progress Drive and USH 51. These areas shall be reserved for green space and landscaping and shall include a living hedge or trees which at the time of plant species maturity shall be of sufficient density and height to provide all-season screening of the industrial use(s) from view of the adjacent residentially-zoned properties to the north. Buildings, parking lots, and storage are prohibited within the 50-foot rear yard building setback / green areas. 2. Landscape plantings necessary to satisfy the aforementioned screening requirement shall be installed along the full length of the required 50-foot rear yard building setback / green area extending from the east line of the subject property westerly approximately 1,560 feet to the existing flowline of the north-south drainageway. Landscape plantings shall be installed immediately upon completion of stormwater drainage improvements designed for the abutting public greenbelt facility. SECTION IV. This ordinance shall take effect immediately upon adoption by the Common Council, the public health, welfare, peace, tranquility. good order, public benefit, and police power so requiring.
