2022-2002 FILE RESOLUTION NO. 2022-2002 A resolution approving the Pay It Forward Grant Program allocations and authorizing the City Manager to enter into agreements with the selected grantee organizations and expend funds to effectuate said grant agreements. WHEREAS, the Common Council authorized the Pay It Forward Grant Program on January 10, 2022; and WHEREAS, through said authorization, Two Million Dollars ($2,000,000.00) were allocated for use by local 501(c)3 and 501(c)4 organizations to make capital improvements and pay for one- time expenses, such as start-up costs or time-limited programming; and WHEREAS, through the application process, fifty-five applications were received totaling $17,586,334.20; and WHEREAS, the Pay It Forward Grant Program committee reviewed, scored, and deliberated on each application, finally choosing these successful projects and organizations based on their potential to benefit Janesville residents and the community, and do the greater amount of public good: Recommended Organization Grant Amount Grant Purpose ECHO -WPHD $ 851,600.00 Build six units of low-income transitional housing Boys & Girls Club of Janesville $ 750,000.00 Build a new Boys & Girls Club of Janesville facility Red Road House $ 61,587.00 Home repairs, updated equipment, energy efficiency, and maintenance for transitional living CESA#2 VOA $ 61,486.00 Replace the wheelchair van used to transport clients Aptiv $ 66,000.00 Replace agency fleet vehicles for staff traveling to clients Wesley Avenue Alano Club, Inc $ 100,000.00 ADA facility upgrades Janesville Lions Club $ 59,327.00 Add pavilion, sidewalk structure, ADA accessibility at Lions Beach Isaac Strong Foundation $ 50,000.00 Purchase of vehicle to transport families to cancer care appointments And; WHEREAS, the Common Council intends to fund the awarded Pay It Forward Grant Program projects through monies set aside as lost revenue from the American Rescue Plan Act Local Fiscal Recovery Fund allocation to the City of Janesville; and WHEREAS, the successful proposed project and purposes, and the issuance of monies for these purposes, would be in the best interest of, and of benefit to, the community. NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of Janesville hereby authorize and direct the City Manager to enter into grant agreements with the selected grantee organizations, and to expend funds to effectuate said grant agreements; and BE IT FURTHER RESOLVED, that the City Manager, and his designees, are hereby authorized to negotiate, draft, prepare, execute, file and modify such other documents, papers and agreements ancillary and/or pertaining thereto and, from time to time, to take and/or make whatever other actions and/or modifications to the above described agreements as the City Manager and/or his designee may deem necessary and/or desirable to effectuate the purposes of such agreements and the intent of this resolution.
