2022-1997 FILE RESOLUTION NO. 2022-1997 A resolution authorizing the City Manager to enter into an agreement and expend funds to conduct a compensation study for non-union positions. WHEREAS, the Human Resources Office is responsible for the overall administration and maintenance of the compensation plan; and WHEREAS, the City seeks to attract and retain high-performing employees by providing equitable compensation and opportunities for advancement; and WHEREAS, a salary survey has not been conducted since 2015; and WHEREAS, the 2022 Strategic Plan includes a salary and benefits survey for non-union positions; and WHEREAS, the Common Council intends to fund this compensation study through the 2022 General Fund Note Issue with new borrowed funds in the amount not to exceed $60,000 in 2022 in the form of the issuance of tax-exempt general obligation promissory notes; and WHEREAS, such above proposed public projects and purposes, and the issuance of such promissory notes for these purposes, will be beneficial to the City and in the best interest of the community. NOW, THEREFORE, BE IT RESOLVED, by the Common Council of the City of Janesville that: 1 . All above recitals are reiterated and incorporated herein as if fully set forth verbatim; and 2. The proposed compensation study is hereby approved and the City Administration is fully authorized to immediately enter into an agreement with an approved consultant to conduct a comprehensive compensation study and to take actions necessary to obtain and provide funding in the manner set forth above, but not to exceed $60,000; no funds from sources other than the Notes identified above are, or are expected to be, reserved, allocated on a long-term basis, or otherwise set aside by the City of Janesville for this acquisition or project, except as permitted by the Internal Revenue Code of 1986, as amended. This declaration of official intent is consistent with the budgetary and financial circumstances of the City of Janesville. The purpose of this Resolution is to satisfy the "official intent requirement" of Treasury Regulation Section 1.150-2.
