PURPOSE
To establish, define, and record the role of the Parks and
Recreation Advisory Committee, formerly known as the Leisure
Services Advisory Committee.
STATEMENT OF POLICY
The Parks and Recreation Advisory Committee is responsible for
reviewing and making recommendations to the Parks and Recreation
Divisions and the City Administration on matters pertaining to the
planning, development, operation, maintenance and promotion of the
programs, facilities and parklands within the City’s Parks and
Recreation Divisions based upon the community’s needs and
interests.
It is recognized the City Council has and will maintain final
policy jurisdiction over all matters related to the Parks and
Recreation Divisions. It is further recognized the actual
administration of the Divisions, budgets, and the supervision of
personnel will be by the City Manager through the Director of
Neighborhood & Community Services for the Recreation Division and
the Director of Public Works for the Parks Division, in accordance
with state law. The role of the committee will be advisory,
reflecting the perceptions of a broadly based group of
representative participants and community residents.
Membership - Appointment
The committee shall consist of eleven (11) members, one of whom
shall be a Councilmember and ten (10) of whom shall be citizens.
All members shall be appointed by the Council President and
confirmed by the Council following consultation from the Citizens
Advisory Committee on Appointments. Committee appointees shall:
1)represent the city as a whole; 2)demonstrate interest in
providing a well-rounded program of leisure pursuits; and 3)be

concerned with providing the optimal fiscal stability for the
operation of the Divisions.
The Recreation Director and the Parks Director, or the City
Manager’s designee(s), shall serve as liaisons between the
committee and the City Administration.
Term of Office
The term of office of the City Councilmember shall be one (1) year.
The terms of the ten (10) remaining members shall be on staggered
three year terms.
Should a committee member be unable to complete a full three year
term, creating a vacancy, the newly appointed member’s term will be
for the unexpired portion of the term of the member being replaced.
Officers
A chairperson and vice-chair shall be elected annually from
committee ranks, all of whom shall have equal rights to vote and
participate in all discussions and activities.
Meetings
The committee shall meet a minimum of six times per year as
business may require.
Members of the committee and communications media will be notified
of meetings by the Parks and Recreation Divisions Administrative
Aide who will also notify the City Manager’s Administrative
Assistant. It shall be the duty of the Parks or Recreation
Director to submit the minutes of the meetings to the Divisions
Administrative Aide for duplication and disbursement. The
permanent records of said minutes shall be retained by the

Recreation Director in the Division office.
Attendance Requirements
The committee shall establish its own attendance requirements, but
they should be of such nature so as to insure proper function of
the committee.
Financing of Committee Expenses
Any necessary operating expenses of the committee will be financed
from the Parks or Recreation budgets. Authorization for other than
incidental expenditures should be obtained in advance from the City
Manager.
Ad Hoc Committees
The committee may form ad hoc committees in order to perform in-
depth research on a question brought before the committee. Such
committees shall be advisory in nature.
