2021-1924 FILE RESOLUTION NO. 2021-1924
A resolution proclaiming October 15, 2021 as "White Cane Safety Day"
in the City of Janesville.
WHEREAS, significant visual impairment affects approximately 100,000 Wisconsin residents;
and
WHEREAS, the majority of these persons use travel aids, such as a white cane or a service
animal, to get around public streets, sidewalks, and places of public accommodation; and
WHEREAS, these travel aids are universally recognized as symbols representing vision loss;
and
WHEREAS, Wisconsin's White Cane Law requires that motorists come to a full stop before
approaching closer than ten feet to a pedestrian who is using a white cane or service animal;
and
WHEREAS, careful driving and fully stopping when pedestrians are in the crosswalk is beneficial
to all residents, including children, elders, and people with disabilities; and
WHEREAS, persons who are blind or visually impaired have the same rights and responsibilities
as other citizens, to travel, work, raise families, and pursue their various interests; and
WHEREAS, since 1849, the City of Janesville has been home to the Wisconsin School for the
Blind and Visually Impaired, whose graduates continue to contribute to the quality of life of our
City; and
WHEREAS, the City of Janesville is proud of its blind and visually impaired citizens, who
contribute greatly to the overall quality of life within the community.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL that the City of
Janesville recognizes October 15, 2021 as "White Cane Safety Day" in the City of Janesville.
AND BE IT FURTHER RESOLVED that we call upon the citizens of Janesville to recognize the
many contributions that those who are blind or visually impaired continue to make to our
community.
