2021-1923 RESOLUTION NO. 2021-1923
A resolution authorizing the City Manager to proceed with the conveyance of properties
located at 413 South Locust Street and 513 Linn Street to The Wisconsin Partnership for
Housing Development, Inc.
WHEREAS, the City of Janesville owns the following described parcels:
PALMER & SUTHERLAND'S ADD. LOT 8. BLK.18 JC6006937
PALMER & SUTHERLAND'S ADD. LOT 8. BLK.22 JC6006983; and
WHEREAS, the City of Janesville acquired the property located at 413 South Locust Street in
2019 through the Rock County Tax Foreclosure Program for the purpose of neighborhood
improvement and the property located at 513 Linn Street in 2011 through the Downtown and
Neighborhood Property Acquisition Note Issue Fund; and
WHEREAS, the City of Janesville has entered into an agreement with The Wisconsin
Partnership for Housing Development, Inc. for new construction of residential properties under
the HOME Investment Partnership Program; and
WHEREAS, The Wisconsin Partnership for Housing Development has expressed a willingness
to construct new, single-family residential properties at 413 South Locust Street and 513 Linn
Street under the HOME Investment Partnership Program; and
WHEREAS, the construction is consistent with the City of Janesville Look West and Old Fourth
Ward Neighborhood Revitalization Plans and the City of Janesville Comprehensive Plan, which
call for the revitalization of neighborhoods that have experienced a decline; and
WHEREAS, these plans call for the City to acquire vacant, dilapidated, and tax-delinquent
properties for rehabilitation or demolition and development for resale to increase owner-
occupancy and promote continued investment in existing neighborhoods; and
WHEREAS, the Plan Commission approved the redevelopment of the lots at the time of
acquisition during the January 10, 2011 and the September 16, 2019 meetings; and,
WHEREAS, it is in the best interest of the City of Janesville to convey 413 South Locust Street
and 513 Linn Street to The Wisconsin Partnership for Housing Development for the construction
of new, single-family homes; and
WHEREAS, the newly constructed homes will be sold to an income-eligible party under the
HOME Investment Partnership Program.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL of the City of Janesville
that it hereby authorizes and directs the City Manager and the City Clerk to execute on behalf of
the City of Janesville, the conveyance of such property; and to negotiate and execute such
documents, papers and forms as may from time to time be necessary and/or desirable to
effectuate such transaction and the intent of this resolution as the City Manager may decide;
and
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to take whatever
other actions or to make whatever other minor changes that may be necessary to effectuate this
land transaction.
