2021-1919 RESOLUTION NO. 2021-1919
A resolution approving the appropriations of the American Rescue Plan Act
funds.
WHEREAS, The $1.9 trillion American Rescue Plan Act (ARPA) created a $130.2 billion
Local Fiscal Recovery Fund (LFRF) to make payments to units of local governments.
The City of Janesville will receive $11,686,560 from the LFRF by May of 2022; and
WHEREAS, the LFRF funding objectives include: support urgent COVID-19 response
efforts, replace lost public sector revenue, support economic stabilization, and address
public health and economic challenges; and
WHEREAS, City staff created a "wish list" consisting of 69 proposals for consideration.
After the IFR was released, each of the 69 proposals was screened and 37 proposals
advanced past the screening process to the evaluation process. After additional
research, City staff reduced the eligible proposals from 37 to 29. The Evaluation Team's
scores were averaged, and an Order of Merit List was established.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL of the City of
Janesville, Rock County, Wisconsin, that the City's LFRF be allocated to, and used as
follows: Emergency Operations Plan for Emergency Management $75,000, Backfill
JACVB's Lost Revenue $257,215; Center Avenue Water Main Replacement
$2,000,000, Lead Service Replacement $2,308,971; Backfill Downtown Janesville Inc.'s
Lost Revenue $26,403; Court Street Water Main Replacement $2,308,971, Implement
Remote Working Group Recommendations $600,000, and Digitize Assessor Office
Paper Files $110,000. These allocations and amounts are hereby accepted and
approved for the purposes thereon shown.
