PURPOSE
To record and clarify the Council policy in regard to positions
taken by City of Janesville administrative personnel on Council
policy matters.
SCOPE
This policy shall control the actions of administrative personnel
when they appear in front of any governmental body, committee, or
agency and take a position stating that such is the position of the
City of Janesville.
STATEMENT OF POLICY
1. Any item which is not covered by a presently existing Council
written policy of the City of Janesville and on which
administrative personnel wish to state the position of the
City of Janesville shall be brought to the Council for
determination of policy.
2. Administrative personnel shall be guided by such decision and
shall not state the position of the City of Janesville in any
manner contrary to such Council action or Council policy.
3. Presently existing Council written policies of the City of
Janesville shall not be changed by administrative personnel
without prior Council direction.
